City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, July 13, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on June 21, 2022. Chair Giri called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 4 - Chair Prakash Giri Vice Chair Gregory Dibb Commissioner Daniel Bremond Commissioner David Kesting Absent: 1 - Commissioner Dona Mason Commissioner Mason (excused absence) Council Liaison Cisneros (absent) PRESENTATION A 22-0696 Parks and Recreation Month Report Youth and Family Resources Manager, Angela Chan, provided a presentation on Parks and Recreation Month. Highlights included: parks and recreation month proclamation, Fair Oaks Park grand reopening, Washington Community Swim Center, Sunnyvale Swim Complex, after school programs, State of the City, Muwékma Park, Sunnyvale Cultural Celebration Featuring Hands on the Arts, resuming printing activity brochure guides, camp enrollment and drop-in participation. Commissioners inquired and staff responded: City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final July 13, 2022 How has the city progressed towards hiring additional lifeguards? Lifeguard staffing shortage is nationwide. The City is continually recruiting for lifeguards, tabling at high schools, providing certification, using staff in various capacities to accommodate additional programming hours, and granting overtime. B 22-0527 Parks and Park Buildings Update Superintendent of Parks and Golf, Jim Stark, provided a presentation on AMD Park. Highlights included: renamed Muwekma Park, vicinity map, site plan, project history, park illustration, playground plan, inclusive play equipment and neighboring residential housing. Commissioners inquired and staff responded: When the City sells land, will the Commission be notified and how does the City ensure a legitimate deal? Yes, the Commission would be notified. Additionally, when the City sell or enters a lease of public land, there will need to be a super majority vote by Council. ORAL COMMUNICATIONS Sunnyvale resident, Diane B., asked the Commission to consider removing one of the three Braly Park picnic sites from the reservation system to allow for small resident groups to use on a first-come, first-serve basis. She notated that currently the park gets overtaken by large groups and often hears amplified sounds. Jim Stark provided guidance that patrons should call DPS immediately when there are amplified noise complaints. Additionally, Recreation Staff will follow up with Diane B. offline regarding her inquiry to remove a picnic site. CONSENT CALENDAR 1 22-0422 Approve the Parks and Recreation Commission Meeting Minutes of June 8, 2022 Commissioner Bremond moved and Commissioner Kesting seconded the motion to approve the Parks and Recreation Commission Minutes of June 8, 2022 as submitted. Staff conducted a roll call vote and confirmed the selection of Prakash Giri as Chair and Gregory Dibb as Vice Chair for the Parks and Recreation Commission. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 3 22-0629 Discussion and Consideration of Potential Study Issue: Evaluate the Feasibility of Opening the Seasonal Drainage Channel Near Ortega Park for Public Use Jim Stark provided a summary of the proposed study issue, background and potential hurdles. Commissioners asked if staff could update the title of the study issue to include "trail along the channel" to alleviate confusion regarding the study issue's purpose, if the study issue should be limited to a few blocks instead of the entire channel spanning 6 miles, and suggested that the patron who prompted the study issue be consulted. Discussion and consideration for study issue will resume at the September Parks and Recreation Commission meeting. NON-AGENDA ITEMS & COMMENTS 4 22-0424 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2023 Commissioner Kesting would like to submit a study issue to increase young adult participation.
