City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, January 11, 2023 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on December 13, 2022. Chair Giri called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 5 - Chair Prakash Giri Vice Chair Gregory Dibb Commissioner Daniel Bremond Commissioner David Kesting Commissioner Dona Mason Council Liaison Melton (present) PRESENTATION A 23-0136 Capital Improvements Project Update Superintendent of Parks and Golf, Jim Stark provided an update on Capital Improvements Projects. Highlights included the Corn Palace, Plaza de Sol (phase II), Lakewood Park Renovation, and encouraged the Commission to attend outreach meetings to listen and provide input. Commissioners inquired and staff responded: Will the Commission see the results of the Lakewood Outreach meeting? Yes, a conceptual plan with consolidated notes will be presented to the Commission before going to Council. Jim Stark added that he will email the Commission a copy of the 20-year plan. PUBLIC HEARINGS/GENERAL BUSINESS 2 23-0190 Rank 2023 Study Issues Commissioners collectively discussed the study issues. Chair Giri opened for public comment. Michael and Stephanie, Sunnyvale residents, voiced his support for DPW 23-04 Explore the Feasibility of Converting the PG&E Lot Between Lois Avenue and Ramona Avenue into a Public Fenced Dog Park. Chair Giri closed public comment. Staff conducted a random voice vote. See the study issue ranking results below: 1. LRS 20-03 Assessment of Needs for Additional Outdoor Sports Programs and Facilities 2. DPW 20-11 Evaluate Feasibility of Dog Off-leash Hours in Select Sunnyvale Park(s) 3. DPW 22-04 Street Tree Repopulation with an Equity Lens 5. DPW 20-03 Waste Reduction Initiative in Sunnyvale Parks 6. DPW 22-08 Evaluate the Council Policy for Naming City Parks with the Intention of Incorporating a More Diverse Cultural History in Park Names Including South Asian Culture and Develop a Policy for Renaming Existing Parks 7. ESD 22-02 Promotion and Assessment of Sustainable Landscaping Strategies 8. ESD 17-01 Eliminate the Use of Chemical Pesticide on City Owned or Leased Property Vice Chair Dibb moved and Commissioner Bremond seconded the motion to adopt the ranking as provided. The motion carried by the following vote: Yes: 5 - Chair Giri Vice Chair Dibb Commissioner Bremond Commissioner Kesting Commissioner Mason No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. Chair Giri and Commissioner Kesting asked to schedule a study session to discuss ideas. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Council Liaison Melton introduced himself and encouraged the Commission to attend outreach meetings, conduct site visits and provided an update on Council's discussion on the Community Center Grounds Renovation.
