CALL TO ORDER
Chair Giri called the meeting to order at 7:00 p.m.

PRESENTATION
A 23-0399 Field/Facility Usage Report
Recreation Services Manager, Tracey Gott, provided a presentation on field and
facility usage. Highlights included park buildings, neighborhood picnic sites,
Baylands Park picnic sites, recreation center, senior center, theatre, CNC
gymnasium, indoor sports center and field rentals.
Commissioners inquired and staff responded:
Can the presentation have more granular data on field use? Yes, staff will update
for future presentations.
Can customer pay for reservations online? Yes, regular customers will have the
capability to pay online.

Can park buildings use key codes instead of reserving keys? The City can look into
that option. Our Facilities department manages citywide building access.
Can park buildings have projectors installed? Currently park buildings don't have
that equipment, but may install depending on budget.
Why are nonprofit rates cheaper than resident? Priority is provided to groups that
offer a communal benefit.
Does the City receive feedback on fields? Yes, we receive feedback on fields that
need improvement/maintenance.
Can the Commission receive a detailed report on the usage hours breakdown by
groups? Yes, staff will compile and send out.
ORAL COMMUNICATIONS
Andrea W., informed the Commission that artificial turf is bad for the environment
and uses a great amount of water to make and to keep cool once installed.
Daniela F. asked the Commission to explore a study to close certain streets on
Sundays for patrons to freely bike/jog recreationally in a closed circuit.
CONSENT CALENDAR
Commissioner Bremond moved and Vice Chair Dibb seconded the motion to
approve the Parks and Recreation Commission Minutes of February 8, 2023 as
submitted. The motion carries by the following vote:

-Commissioner Comments
Commissioner Kesting asked for more information on the resident that spoke about
artificial turf during oral communications. Staff will forward information to the
Commission.
-Staff Comments
Ricky Le extended an invitation for the Parks and Recreation Commission to
volunteer at the Hands on the Arts Festival on Saturday, May 13, 2023. The Arts
Commission will host a arts booth, and all commissioners are encouraged to
participate.
Damon Sparacino provided an update to the Commission that he will resume
monthly superintendent reports to provide the Commission with City updates
regarding events, programs and recreational news.
