CALL TO ORDER
Chair Kesting called the meeting to order at 7:00 p.m.

CONSENT CALENDAR
Chair Kesting moved and Vice Chair Mason seconded the motion to Approve the
Parks and Recreation Commission Minutes of December 11, 2024 as submitted.
The motion carries by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
2 25-0052 Discussion and Recommendation to City Council to Name the
New City Park at 1142 Dahlia Court (Corn Palace)
Jesus Raygoza, Superintendent of Recreation Services, presented on the
Discussion and Recommendation to City Council to Name the New City Park at
1142 Dahlia Court (Corn Palace). Highlights included: project background, site
history, site plan, Council Policy 7.3.23, naming criteria, park naming suggestions,
and alternatives.
Commissioners inquired and staff responded:
Was any outreach conducted to get input from the public in the neighborhood? No,
the naming suggestions followed the policy based criteria.
Does anyone have the sign from the Corn Palace? Unsure, however the family that
owned Corn Palace might still have the sign.
Chair Kesting commented that it would be good to try and use the original Corn
Palace sign at the new park at 1142 Dahlia Court.
The Commissioners unanimously agreed, that the name of the new city park at
1142 Dahlia Court should be "Corn Palace Park," due to the history of the location.
The motion carried the following vote:

3 25-0062 Rank 2025 Study Issues
Jim Stark, Superintendent of Golf and Parks, and Jesus Raygoza, Superintendent
of Recreation Services, spoke briefly about each study issue.
Commissioners collectively discussed the study issues, and all agreed that since
some of the study issues were already being covered in other study issues that are

currently under way, in order to streamline the process, they recommend to Council
to drop or defer the following study issues:
DPW 20-03
DPW 22-08
DPW 23-07
DPW 25-07
ESD 2202
LRS 25-01 (defer)
Commissioner Giri and Vice Chair Mason did not agree to drop study issue DPW
25-07, but Commissioner Gattani, Commissioner Bremond, and Chair Kesting voted
to drop the study issue 3-2.
Staff conducted a random voice vote. See the study issue ranking below:
1. DPW 25-06 Assessment of Underutilized City-Owned Real Estate Parcels for
Short or Long-term Use
2. DPW 24-04 Evaluate Late Night Lights at Public Parks
Commissioner Giri moved and Vice Chair Mason seconded the motion to approve
ranking of the two study issues that the Parks and Recreation Commission will
recommend to Council to keep.
The motion carried by the following vote:

Chair Kesting noted that its great to see that there is work being done at
Washington Park, and is excited to see the updates.

Commissioner Gattani wanted to note that the stone benches that inhabit
Ponderosa Park are uncomfortable to sit on and a possible study issue to explore in
the future.
-Staff Comments
Jesus Raygoza, Superintendent of Recreation Services, announced that there will
be a Job Fair March 4, 2025 at the Community Center. Additionally, the renovations
on the Community Center grounds are underway.

CALL TO ORDER
Call to Order in the Redwood Conference Room.
ROLL CALL
ORAL COMMUNICATIONS
Prior to opening public comment on Oral Communications, the Chair may determine
it would be impractical to include remote public comment for the purpose of
timeliness of the meeting or conducting an orderly meeting.
Oral Communications is the opportunity for the public to address the Parks and
Recreation on items not listed on the agenda and is limited to 15 minutes with a
maximum of up to three minutes per speaker (one appearance per speaker). Note
the Brown Act does not allow the Commission to take action on an item not listed on
the agenda. To address the Commission, refer to the notice at the end of this
agenda.
CONSENT CALENDAR
All matters listed on the consent calendar will be acted upon by one motion unless
