Density Bonus Law waivers to deviate from setback and useable
open space requirements. Existing structures to be demolished.
TENTATIVE MAP: to merge the two lots and create 24
condominiums.

MOTION: Commissioner Howe moved and Commissioner Harrison seconded the
motion to approve the Consent Calendar.

PUBLIC HEARINGS/GENERAL BUSINESS
At this time the Commission considered Agenda Item 2 and Agenda Item 3
concurrently.

Commissioner Howe confirmed with the Commissioners that only Chair Howard and
Vice Chair Simons are interested in the Chair and Vice Chair roles.

MOTION: Commissioner Howe moved and Commissioner Harrison seconded the
motion to select Chair Howard to remain as Chair, Vice Chair Simons to remain as
Vice Chair, and for all the Commissioners’ seats at the dais to remain the same.
Commissioner Howe commented that the Commission is successful as currently set
up and he is pleased with Chair Howard's restatement of the motions and Vice Chair
Simons's leading of the Study Sessions.

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
NON-AGENDA ITEMS AND COMMENTS
-Commissioner Comments
Commissioner Rheaume congratulated Chair Howard and Vice Chair Simons on
their selection as Chair and Vice Chair. He voiced his concern that there are no
barriers outside of the AMC theater to protect people queuing from vehicles that
might drive onto the sidewalk. Assistant Director Andrew Miner stated that he will
share the suggestion with staff as a bollard of some sort might be possible, adding
that the issue might be appropriate to consider along with the Downtown Specific
Plan Amendment.
Vice Chair Simons stated that he has attended Planning Commissioners Academy
meetings that have discussed how cities are focusing on fire prevention and
response preparation in rural and suburban areas. He also shared that the progress
on state housing legislation has slowed because of the pandemic.
-Staff Comments
Assistant Director Andrew Miner reported that on June 23, 2020 the City Council

adopted the new fiscal year budget and the resolution to allow temporary outdoor
dining areas on private property. On June 30, 2020 the City Council adopted
Vehicle Miles Traveled as the threshold of significance for analysis under the
California Environmental Quality Act and on July 14, 2020 it will consider the
proposed changes to the Civic Center Modernization Project, both recommended to
the City Council at the June 22, 2020 Commission meeting. Assistant Director Miner
added that the Commission will consider the Downtown Specific Plan Amendment
and related reports at the next meeting on July 27, 2020. He further remarked that
Intuitive Surgical will be involved in the first virtual public outreach meeting; the
Moffett Park Specific Plan Update consultant has released a series of videos on
topics such as traffic, sea level rise, and adaptability in the area; and staff remain
busy with responding to inquiries about property development and are receiving
approximately 20 applications per day for mostly staff level permits. He
congratulated Chair Howard and Vice Chair Simons on another year as Chair and
Vice Chair.
