City of Sunnyvale Meeting Minutes Planning Commission Monday, February 28, 2022 6:00 PM Telepresence Meeting: City Web Stream | Comcast Channel 15 | AT&T Channel 99 Special Meeting: Study Session - 6:00 PM | Public Hearing - 7:00 PM 6 P.M. STUDY SESSION Call to Order Because of the COVID-19 emergency and the health orders issued by Santa Clara County and the State of California, this meeting of the Sunnyvale Planning Commission will take place by teleconference, as allowed by Government Code Subdivision 54953(e) and Resolution No. 1089-21 (reaffirmed February 22, 2022). Vice Chair Pyne called the meeting to order at 6:02 PM. Roll Call Present: 7 - Chair Daniel Howard Vice Chair Martin Pyne Commissioner Sue Harrison Commissioner John Howe Commissioner Nathan Iglesias Commissioner Ken Rheaume Commissioner Carol Weiss Commissioner Howe recused himself from Study Session Item A due to the proximity of his home to the proposed project. Study Session A. 22-0318 Proposed Project: Related applications on a 1.84-acre site: Special Development Permit to redevelop a portion (westerly portion) of an existing shopping center (Fremont Corners) into a mixed-use Village Center with 3,384 square feet of commercial space and 35, 4-story townhome-style condominiums with associated parking and site improvements including common public open space. CONSENT CALENDAR Vice Chair Pyne asked staff if the eighth page of the Meeting Minutes of January 24, 2022 may be revised to indicate that Commissioner Weiss confirmed with Principal Planner Amber Blizinski that CDD 22-03 was a fully defined study issue and that the Planning Commissioners agreed to drop CDD 22-01. City of Sunnyvale Page 2 Planning Commission Meeting Minutes February 28, 2022 MOTION: Commissioner Howe moved and Commissioner Weiss seconded the motion to approve the Consent Calendar with the following revisions to the minutes: 1.) Note that the fifth paragraph on page eight should read as follows: “Commissioner Weiss confirmed with Principal Planner Blizinski that CDD 22-03 is a fully defined study issue now.” 2.) Note that the sixth paragraph on page eight should read as follows: “Together, the Planning Commissioners agreed to drop CDD 22-01 and accepted the ranking of the remaining Study Issues as follows:” The motion carried by the following vote: Yes: 7 - Chair Howard Vice Chair Pyne Commissioner Harrison Commissioner Howe Commissioner Iglesias Commissioner Rheaume Commissioner Weiss No: 0 1. 22-0334 Approve Planning Commission Meeting Minutes of January 24, 2022 PUBLIC HEARINGS/GENERAL BUSINESS None. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS AND COMMENTS -Commissioner Comments Commissioner Harrison asked whether a separate roll call is needed for the Public Hearing portion of the Planning Commission meeting in addition to the one taken during the Study Session. Chair Howard advised that the two roll calls are listed on the Planning Commission meeting agenda and that this decision rests with City staff. City of Sunnyvale Page 3 Planning Commission Meeting Minutes February 28, 2022 Chair Howard, regarding the war in Ukraine, stated that it is his hope that the people of Ukraine may secure their freedom and dignity and that the war ends soon. -Staff Comments Planning Officer Shaunn Mendrin announced that on February 22, 2022, the City Council reconsidered and affirmed the resolution to continue virtual public meetings for the City Council and Boards, Commissions and Council subcommittees during the COVID-19 state of emergency. Planning Officer Mendrin also informed the Planning Commissioners that the review and approval of the City’s 2022 Code of Ethics and Conduct for elected and appointed officials will take place at the City Council meeting on March 1, 2022.
