Council Liaison – Glenn Hendricks (absent) PRESENTATION 18-0072 PRESENTATION - Silicon Valley Clean Energy Program Update Presentation Don Bray, Manager of Account Services at Silicon Valley Clean Energy (SVCE), provided an overview of SVCE’s progress to date and shared plans for the proposed types of programs SVCE intends to support in the future. To date, SVCE has served more than 242,000 customers and has a 97 percent participation rate across its 12 participating communities, including Sunnyvale. CONSENT CALENDAR 18-0071 Approve the Sustainability Commission Meeting Minutes of December 18, 2017 Commissioner Hafeman moved, and Commissioner Zornetzer seconded, a motion to approve the consent calendar. STANDING ITEM: CLIMATE ACTION PLAN (CAP 2.0) UPDATE Commissioner Wickham announced that the next CAP 2.0 Advisory Committee meetings would be on January 25, 2018 and February 1, 2018, and that the Community Ideas Workshop would be held on March 3, 2018. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 18-0073 Discussion of Potential Study Issue Ideas for 2019 The Commission discussed broad topics for consideration in the 2019 Study Issues cycle including: conversion of decorative lights in Downtown Area to Light-Emitting Diode (LED) lights; formation of coalition of entrepreneurs to pilot an autonomous electric vehicle shuttle service; incentivizing local residential energy storage; conversion to an all-electric City vehicle fleet; and incentivizing all-electric buildings. Staff will provide clarification at a future meeting on whether the decorative City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final January 16, 2018 downtown streetlights are included in the City’s LED streetlight conversion project and efforts to develop a Green Fleet Policy. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Wickham shared that she had attended a webinar offered by the California Governor’s Office of Policy and Research (OPR) and the California Air Resources Board (CARB) on the CAP-map tool, a web-based interactive tool that would allow a user to do a comparative statewide search of community CAPs. Commissioner Hafeman requested clarification from staff as to what kind of trees (plants, shrubs, young trees, or mature trees) were represented by the net number of trees planted shared by staff via email. -Staff Comments Nupur Hiremath, Sustainability Coordinator, shared information on the Peery Park Rides shuttle program, per the Commission’s request from a previous meeting. Staff will begin working with the Valley Transportation Authority (VTA) to plan the Peery Park Rides program in mid-2018, with a planned start date in 2019. She noted that the delay from the time the grant was awarded (2015) was intentional so as to allow some of the planned development to occur in the Peery Park Specific Plan Area before the program was implemented. Ms. Hiremath also shared that the conversion of streetlights to LEDs as underway in neighborhoods across the City and that 3,500 of 9,500 lights had already been replaced. The lights selected focus their brightness on the roadway and the sidewalk and are designed to minimize scatter, thereby reducing light pollution. The project is scheduled to be completed by March 2018. Elaine Marshall, Interim Regulatory Programs Manager, shared that Kent Steffens has been appointed City Manager and that Teri Silva, former Director of Human Resources, has now been appointed as the Assistant City Manager. She announced that the Future Business Leaders Association of Homestead High School with support from the City, will be screening the movie “Straws” at Sports Basement in Sunnyvale to raise awareness of the pollution caused by single-use disposable straws. Ms. Marshall also noted that she will share an update on leaf blowers via email at a later date.
