City of Sunnyvale Meeting Minutes - Final Sustainability Commission Monday, September 21, 2020 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the meeting was conducted telephonically. Chair Wickham called the meeting to order at 7 p.m. via teleconference. ORAL COMMUNICATIONS None. CONSENT CALENDAR 20-0837 Approve the Sustainability Commission Meeting Minutes of August 17, 2020 Commissioner Paton pulled the draft minutes of the August 17, 2020 meeting from the consent calendar to request that the roll call and voting records be updated to correctly reflect the roles of Chair Wickham, Vice Chair Kunz, and Commissioner Paton. The motion carried by the following vote: Yes: 5 - Chair Wickham Vice Chair Kunz Commissioner Padgett Commissioner Paton Commissioner Srinivasan No: 0 Abstain: 2 - Commissioner Joesten Commissioner Veitch PUBLIC HEARINGS/GENERAL BUSINESS 20-0836 Draft 2021 Master Work Plan The Commission discussed and added various items to the Draft 2021 Work Plan, with the intention of continuing to make edits at the October meeting and finalizing the Draft Work Plan no later than at the November meeting. Staff will coordinate with other departments to determine if any additional items need to be added to the Work Plan. Staff will coordinate with the Chair and Vice Chair prior to the October meeting to go over the draft. Chair Wickham opened the public hearing. No public comments were made. Chair Wickham closed the public hearing. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES No new Study Issues were submitted for 2021. The Commission will rank Study Issues in January 2021, which will include three Study Issues returning from previous years. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Vice Chair Kunz congratulated Chair Wickham on receiving the City’s Environmental Achievement award for 2020. He noted that the City’s General Plan Air Quality and Noise chapters are being updated and an Environmental Justice chapter is being City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final September 21, 2020 added. He also shared that he is working on installing solar plus storage at his house and is enrolled in Leadership Sunnyvale’s Class of 2021. Commissioner Paton shared that he attended the Circularity 20 Conference and is participating in a Climate Literacy training course through the University of Nottingham. Commissioner Veitch shared that Santa Clara County Board of Supervisors is hearing a report from County staff regarding pre- and post-COVID commute impacts. The County Board of Supervisors will also be considering a resolution to “Cut the Commute” regarding teleworking policy to reduce commute-related emissions. Commissioner Joesten shared that Silicon Valley Leadership Group is analyzing commute impacts due to changing telework policies. Some companies are looking at maintaining 25-30% of their workforce as teleworkers. He encouraged everyone to vote and read about various propositions related to transportation. Chair Wickham shared that the City’s Housing Strategy will be presented to Council on October 13, 2020 and encouraged the Commissioners to review the Strategy for overlap with the Climate Action Playbook. She also shared that the Reach Codes will be presented to Council at a public hearing on October 27, 2020. She encouraged Commissoners to read the Caltrain Measure RR on the November 3, 2020 ballot. -Staff Comments Melody Tovar, Regulatory Programs Division Manager, shared that the “Cut the Commute” pledge will be reviewed by Council in October. She also recommended attending the Green Streets Symposium (virtual) focused on urban greening, stormwater, and transportation improvements in the South Bay and Peninsula. Council liaison Mayor Larry Klein welcomed Commissioner Veitch and described his role as Council liaison at the Commission meetings. He congratulated Chair Wickham for receiving the Environmental Achievement award and applauded the Commissioners for their work in the community. He shared that he has been working on the “Cut the Commute” pledge with members from various organizations around the County. He also shared there is a Sunnyvale Unity event happening on Thursday, September 24 focused on public safety and transparency, and following that, a discussion of the Mary Avenue Over Crossing Project and Environmental City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final September 21, 2020 Impact Report. Nupur Hiremath, Environmental Programs Manager, shared that Environmental Services Department staff is working with the Sustainability Speaker Series (SSS) Subcommittee to implement the FY 20/21 Series. She also shared that staff is developing a dashboard to display progress on Climate Action Playbook implementation and the City’s 2019 Greenhouse Gas inventory.
