CALL TO ORDER
Pursuant to Section 3 of Executive Order N-29-20 (March 17, 2020) and Section 42
of Executive Order N-08-21 (June 11, 2021), issued by Governor Newsom, the
meeting was conducted telephonically.
Chair Wickham called the meeting to order at 7 p.m. via teleconference.

Councilmember Fong joined the meeting at 8:34 p.m.
Commissioner Srinivasan’s absence is excused by general consent.
Chair Wickham, Vice Chair Kunz, all Commissioners, and Council liaison attended
via teleconference.

Subsequent Environmental Impact Report (SEIR)
George Schroeder, Senior Planner, and Amber Blizinski, Principal Planner, in the
Community and Development Department summarized the changes to the LSAP
and the impacts of these changes as noted in the Draft Subsequent Environmental
Impact Report (DSEIR). Staff provided an overview of the LSAP boundary
expansion, new projects planned and the Sense of Place Plan. Commissioners
asked clarifying questions, and staff provided answers.

Commissioners recommended investigating methods for reducing the greenhouse
gas emissions impact of the project, such as carbon offsets or low-carbon concrete.
Vice Chair Kunz asked staff to show the comparison of housing density around
similar CalTrain stations. Commissioner Paton commended staff on integrating
transportation, housing and community preservation successfully in the LSAP.

Nupur Hiremath, Environmental Programs Manager, and Madeline Willett,
Sustainability Coordinator, presented Climate Action Playbook implementation and
planning updates. Staff discussed the adopted budget, key Moves scheduled for
implementation in the upcoming fiscal year and a timeline for progress updates and
development of the next Game Plan. Commissioners asked clarifying questions, and
staff provided responses.

PRESENTATION
21-0644 PRESENTATION - Recognition of Service
Councilmember Fong thanked Commissioner Paton and Commissioner Joesten for
their years of service on the Sustainability Commission. He commended them and
the Sustainability Commission for their contributions to moving the City’s
sustainability initiatives forward.
CONSENT CALENDAR
1 21-0648 Approve the Sustainability Commission Meeting Minutes of
May 17, 2021
Commissioner Veitch moved, and Commissioner Joesten seconded, a motion to
approve the consent calendar. The motion carried by the following vote:

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
No new Study Issues were submitted. Staff clarified the process for the Commission
and reminded Commissioners to submit Study Issues no later than July 5, 2021, to
allow for a review of draft Study Issue Papers by the Commission prior to
submission to the Office of the City Manager.

Commissioner Padgett recommended that Commissioners listen to a John Hopkins
School of Public Health podcast called “Public Health on Call,” which focuses on
waste as a public health issue.
Vice Chair Kunz commended staff for hosting the Sustainability Speaker Series

event “Talkin’ Trash; Myths and Realities of Recycling and Materials Management,”
on May 19, 2021, and recommended that Commissioners listen to it. He announced
that he will be volunteering as a board member on the Sunnyvale School District’s
Citizens Bond and Parcel Tax Oversight Committee. He thanked outgoing
Commissioners for their contributions.
Commissioner Paton commended City staff for their work with Leadership
Sunnyvale. He commended the City and Commission on the Playbook and shared
that he is working on a paper on how to “think like a city” using Sunnyvale as an
example.
Chair Wickham shared that she conveyed the Commission’s recommendations on
the FY 2021/22 Recommended Budget to the City Council via email and as public
comments at the Budget Workshop on May 20, 2021. None of the Commission’s
recommendations were incorporated into the Adopted Budget. She also shared that
she attended the Cherry Hill neighborhood association block party on June 13,
2021, with fliers from the City regarding sustainability and waste. She announced
that the Silicon Valley Leadership Group’s Energy and Sustainability Summit will be
held on June 25, 2021, and encouraged Commissioners to attend.
-Staff Comments
Madeline Willett shared that there were 126 attendees at the last Sustainability
Speaker Series event, which was one of the highest attendance rates to date. She
also noted that the updated Game Plan At-A-Glance showing adjusted schedules
extended into FY 2022/23 will be emailed to the Commissioners and posted on the
City website.
