City of Sunnyvale Meeting Minutes - Final Sustainability Commission Monday, October 18, 2021 7:00 PM Telepresence Meeting: City Webstream CALL TO ORDER Pursuant to Government Code Subdivision 54953 (e), the meeting was conducted telephonically; pursuant to state law, the City Council is scheduled to make the necessary findings on October 26, 2021. Chair Wickham called the meeting to order at 7 p.m. via teleconference. ROLL CALL Present: 7 - Chair Kristel Wickham Vice Chair Douglas Kunz Commissioner Shana Padgett Commissioner Kristina Pistone Commissioner Murali Srinivasan Commissioner Tonya Veitch Commissioner Justin Wang Council Liaison – Councilmember Larsson (present). Councilmember Larsson arrived at 7:10 p.m. Chair Wickham, Vice Chair Kunz, all Commissioners, and Council liaison attended via teleconference. STUDY SESSION 21-0977 Zero Waste Program Update David Krueger, Solid Waste Division Manager, Karen Gissibl, Environmental Programs Manager, and Bailey Hall, Environmental Programs Specialist, presented updates on the City’s Zero Waste Program. Staff gave an overview of the new SB 1383 regulations and how the City plans to comply. Staff also discussed outreach and engagement efforts. Commissioners asked clarifying questions, and staff City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final October 18, 2021 provided answers. 21-0978 Climate Action Playbook Annual Update Nupur Hiremath, Environmental Programs Manager, and Madeline Willett, Environmental Engineering Coordinator, provided the annual Playbook progress update and 2020 greenhouse gas inventory results. Commissioners asked clarifying questions, and staff provided answers. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1 21-0979 Approve the Sustainability Commission Meeting Minutes of September 20, 2021 Vice Chair Kunz moved, and Commissioner Veitch seconded, a motion to approve the consent calendar. The motion carried by the following vote: Yes: 6 - Chair Wickham Vice Chair Kunz Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 Abstain: 1 - Commissioner Padgett PUBLIC HEARINGS/GENERAL BUSINESS 2 21-0987 Consideration for adding a Member to the Sustainability Speaker Series Subcommittee Chair Wickham described the intention and responsibilities of the Sustainability Speaker Series Subcommittee. Commissioners Pistone, Wang and Veitch indicated that they would be interested in joining the Subcommittee. City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final October 18, 2021 Chair Wickham and Vice Chair Kunz indicated that they would be willing to relinquish their seats on the Subcommittee to make room for the newer members. Chair Wickham opened the floor for nominations. Vice Chair Kunz nominated Commissioners Pistone, Wang and Veitch. Commissioners Pistone, Wang and Veitch accepted the nominations. Chair Wickham closed the floor for nominations. Chair Wickham moved, and Vice Chair Kunz seconded, a motion to appoint Commissioners Pistone, Wang and Veitch to the Sustainability Speaker Series Subcommittee. The motion carried by the following vote: Yes: 6 - Chair Wickham Vice Chair Kunz Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 Abstain: 1 - Commissioner Padgett 3 21-0988 Draft 2022 Master Work Plan The Commission discussed and added various items to the Draft 2022 Work Plan. The Commission will review the Draft Work Plan at the November meeting with the intention of finalizing the plan at that meeting. Staff will coordinate with other departments to determine any additional items that need to be added to the Work Plan. Staff will review the draft with the Chair and Vice Chair prior to the November meeting. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 4 21-0904 Street Tree Repopulation with Equity Lens (Potential Study Issue) Chair Wickham provided a summary of the Potential Study Issue (SI) and her City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final October 18, 2021 rationale for submitting it. Commissioner Veitch noted that there are regional parallel efforts happening locally that can provide insights and resources to this Study. Vice Chair Kunz noted that this Study would compliment the Urban Forest Management Plan (UFMP) goal of increasing Sunnyvale’s canopy as the UFMP did not lay out a concrete strategy for achieving this goal. Vice Chair Kunz moved, and Commissioner Pistone seconded, a motion to propose and sponsor this Study Issue. The motion carried with the following vote: Yes: 6 - Chair Wickham Vice Chair Kunz Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 Abstain: 1 - Commissioner Padgett NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veitch announced that the City and County are hosting a BayREN webinar on home energy efficiency and electrification on October 28, 2021, from 6 to 7:15 p.m. She also shared that Bay Area Sunshares is offering discounts on solar and battery installations and encouraged Commissioners to look into this resource. Vice Chair Kunz noted that Friends of the Library sponsored an event titled “Sustainable Kitchens the Zero Waste Way” featuring the Zero Waste Chef. Chair Wickham shared that the Bay Area Air Quality Management District is taking public comment on a ruling for regulating nitrous oxide emission from gas appliances. She recommended Commissioners check out the Fossil Free Buildings Electric Home Ambassador program for going electric. She also recommended two books (1) "Electrify" by Saul Griffith and (2) "Regeneration" by Paul Hawken. Commissioner Wang shared information about the “Water for a Growing Bay Area” webinar on October 21, 2021, from 12:30 to 1:30 p.m. -Staff Comments Madeline Willett, Environmental Engineering Coordinator, shared that the Environmental Services Department has hired two Community Engagement Fellows. She also shared that the City recently added four new Chevy Bolt electric vehicles to its fleet as noted in the October 1, 2021, Update Sunnyvale edition.
