CALL TO ORDER
Pursuant to Government Code Subdivision 54953(e), the meeting was conducted
telephonically; pursuant to state law, the City Council made the necessary findings
by adopting Resolution No. 1089-21 on October 26, 2021, reaffirmed on January 4,
2022.
Chair Wickham called the meeting to order at 7:01 p.m. via teleconference.

Councilmember Hendricks arrived at 8:05 p.m.
Chair Wickham, Vice Chair Kunz, all Commissioners, and Council liaison attended
via teleconference.

22-0304 Climate Action Playbook Update: Next Game Plan

Development
Madeline Willett, Environmental Engineering Coordinator, presented an overview of
Climate Action Playbook Game Plan 2028 development process and timeline. She
also gave an overview of process for the Sustainability Commission to provide input
on the development of potential Next Moves for Game Plan 2028. Commissioners
asked clarifying questions, and staff provided responses.
Commissioners read off the scores they assigned to the top 10 ideas they chose
and identified any ideas they thought should be considered for elimination. After
each Commissioner reported their scores, each Commissioner made a short pitch
providing the rationale for their scores. Once each Commissioner had given their
five-minute pitch, staff shared the totals of the scoring and sorted the ideas from
highest score to lowest. Commissioners discussed inconsistencies between scores
and eliminations.
Chair Wickham opened public comment.
Chao Zhang, an employee of InstaCart, shared that there was overlap with his
company’s goals and the ideas that were being discussed.
Jonathan Wilson expressed concern about the development of a bicycle highway.
He also noted he did not think that textile recycling technology is feasible for
deployment at this time.
Chair Wickham closed public comment.
Commissioners continued to discuss the ideas for consideration. Commissioners
adjusted their scores as desired and staff confirmed the final list of top 20 ideas with
the Commission.

Commissioner Wang moved, and Commissioner Veitch seconded, a motion to
approve the consent calendar.

-Commissioner Comments
Commissioner Srinivasan shared that Stanford is creating a new school for
sustainability.
Vice Chair Kunz encouraged Commissioners to attend the webinar series on Reach
Codes put on by Silicon Valley Clean Energy (SVCE) and to watch the recording of
the most recent event on February 17, 2022, titled “Bay Area Reach Codes City
Staff Feedback Event.”
Chair Wickham shared that she attended the City Council Study Issues workshop
on February 17, 2022. Study Issues ESD 22-01, ESD 22-02, and DPW 22-04,
which were proposed or prioritized by the Commission were ranked by Council.
-Staff Comments
Ms. Willett shared that the first Sustainability Speaker Series event held on
February 2, 2022, had over 130 attendees. Ms. Willett reminded Commissioners of
upcoming events.
Ramana Chinnakotla, Director of Environmental Services, thanked Commissioners
for their participation in developing Game Plan 2028.
