Thursday, March 24, 2022 7:00 PM Telepresence Meeting: City Webstream
CALL TO ORDER
Pursuant to Government Code Subdivision 54953(e), the meeting was conducted
telephonically; pursuant to state law, the City Council made the necessary findings
by adopting Resolution No. 1089-21, reaffirmed on March 22, 2022.
Chair Wickham called the meeting to order at 7 p.m. via teleconference.

Chair Wickham, Vice Chair Kunz, and all Commissioners attended via
teleconference.

1 22-0378 Approve the Sustainability Commission Meeting Minutes of
February 22, 2022
Commissioner Veitch moved, and Commissioner Wang seconded, a motion to
approve the consent calendar.

PUBLIC HEARINGS/GENERAL BUSINESS
2 22-0262 Recommend That the City Council Introduce an Ordinance
Amending Chapter 5.39 of Title 5 of the Sunnyvale Municipal
Code to Reduce Single-use Foodware Accessories and
Condiments
David Krueger, Solid Waste Division Manager, presented the updates to the
single-use foodware ordinance. Mr. Krueger discussed the comparison between the
State Law AB 1276 and the Sunnyvale ordinance. Commissioners asked clarifying
questions, and staff provided responses.
Commissioner Wang moved, and Vice Chair Kunz seconded, a motion to
recommend Alternative 1 to City Council to introduce an Ordinance amending
Chapter 5.39 of Title 5 of the Sunnyvale Municipal Code to reduce single-use
foodware accessories and condiments and find that the action is exempt from the
California Environmental Quality Act (CEQA).
The motion carried by the following vote:

3 22-0405 Climate Action Playbook Update: Next Game Plan

Madeline Willett, Environmental Engineering Coordinator, presented an overview of
Climate Action Playbook Game Plan 2028 development process and timeline. She
also presented staff’s preliminary recommendation of which Game Plan 2023 Moves
might continue into Game Plan 2028. She then gave an overview of process for the
Sustainability Commission to provide input on the development of potential Next
Moves for Game Plan 2028. Commissioners asked clarifying questions, and staff
provided responses.
Commissioners discussed the ideas that they submitted as well as ideas submitted
by the community. Commissioners discussed where there was overlap in ideas as
well as the potential for rewording them.
Chair Wickham opened public comment.
Mike Serrone commented on difficulties with installing heat pumps and electric
vehicle charging units based on building code requirements.

Commissioners continued to discuss the ideas for consideration and highlighted
ideas that could be combined.

Commissioners thanked Nupur Hiremath, Environmental Programs Manager, for her
service to the Sustainability Commission.
Chair Wickham commended staff and Commissioners for their work on the
Sustainability Speaker Series event, “Emissions that you Purchase: Reducing your
Carbon Footprint” on March 16, 2022. Chair Wickham encouraged Commissioners
to attend Earth Day activities regionally.
Commissioner Pistone encouraged Commissioners and community members to
listen to the “How to Save a Planet" podcast.
Commissioner Veitch shared that BayREN is hosting an Earth Day celebration
webinar titled “Ask an Expert” on how to reduce your energy bill.

-Staff Comments
Ms. Willett shared that the Sustainability Speaker Series event held on March 16,
2022, had 65 attendees.
Shannon Keener, Environmental Programs Specialist, shared details about the
upcoming “Ride into Earth Month” event on April 9, 2022, from 11 a.m. - 3 p.m. at
the Sunnyvale Community Center.

Municipal Code to reduce single-use foodware accessories
and condiments and find that the action is exempt from the
California Environmental Quality Act (CEQA) pursuant to
CEQA Guidelines Section 15308.
