City of Sunnyvale Meeting Minutes - Final Sustainability Commission Monday, May 16, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on May 3, 2022. Chair Wickham called the meeting to order at 7 p.m. via teleconference. ROLL CALL Present: 5 - Chair Kristel Wickham Commissioner Kristina Pistone Commissioner Murali Srinivasan Commissioner Tonya Veitch Commissioner Justin Wang Council Liaison – Councilmember Hendricks (present) Chair Wickham, Vice Chair Kunz, all Commissioners and Council Liaison attended via teleconference. ORAL COMMUNICATIONS None. CONSENT CALENDAR 22-0582 Approve the Sustainability Commission Meeting Minutes of April 18, 2022 Commissioner Wang moved, and Commissioner Veitch seconded, a motion to approve the consent calendar. The motion carried by the following vote: City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final May 16, 2022 Yes: 6 - Chair Wickham Kunz Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 22-0583 Annual Review of City Manager’s Recommended Budget Full budget available online at: Sunnyvale.ca.gov/government/budget.htm Staff summarized highlights of the City Manager’s FY 2022/23 Recommended Budget (Recommended Budget), highlighting funding available for projects and positions related to sustainability programs. Key highlights included: (a) unfreezing the Transportation Planner position in Department of Public Works intended to support the implementation of the City’s transportation demand management (TDM) program; and (b) funding for Study Issue ESD 22-01, evaluating recycled water expansion. The Commission discussed the Recommended Budget and asked clarification questions of staff. Chair Wickham opened the Public Hearing. No public comments. Chair Wickham closed the Public Hearing. Vice Chair Kunz moved, and Commissioner Wang seconded, a motion to provide the following recommendations on the City Manager’s Recommended Budget for FY 2022/23 to City Council, and to nominate Chair Wickham to convey these recommendations to City Council verbally and in writing: (1) Support Budget Supplement One. (2) Support the recommendation to unfreeze the Transportation Planner position. (3) Because every project has a sustainability impact, recommend that each project includes a sustainability impact on the project's summary one-pager. For example, City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final May 16, 2022 identifying which Climate Action Playbook Strategies are positively or negatively impacted. (4) Recommend the City look at aggressively transitioning City assets away from fossil fuel-powered vehicles, equipment and supporting infrastructure. Evaluate alternatives to projects that do not align with this, such as Project 824780, and utilize opportunities such as revisiting the Fleet Replacement Schedule. (5) Recommend funding the Climate Action Playbook, Project 831290, every year through the 30-year plan as a fiscal commitment to implementing the plan. (6) Recommend creating a project budget for Active Transportation Plan Implementation, to ensure the plan’s implementation is funded. (7) Recommend replacing Community Condition Indicator 81 with an indicator of air quality that is more comprehensive and relevant, such as air quality index. The motion carried by the following vote: Yes: 6 - Chair Wickham Kunz Commissioner Pistone Commissioner Srinivasan Commissioner Veitch Commissioner Wang No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES No new Study Issues were submitted. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veitch encouraged Commissioners and the community to submit feedback on the County’s Climate 2030 Roadmap and attend the community meeting on May 31, 2022, from 5:30 – 6:30 p.m. Commissioner Pistone recommended "Disasterology" by Samantha Montano. -Staff Comments City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final May 16, 2022 Madeline Willett, Interim Environmental Programs Manager, shared that Sunnyvale hosted a webinar titled The Basics on EV Charging on May 12, 2022, with nearly 100 attendees. Sunnyvale will host an EV test drive event on June 18, 2022, from 11 a.m. – 3 p.m. at Baylands Park.
