City of Sunnyvale Meeting Minutes - Final Sustainability Commission Tuesday, January 17, 2023 7:00 PM Online Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 10, 2023. Chair Wickham called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 6 - Chair Kristel Wickham Vice Chair Douglas Kunz Commissioner Jeffery Nabhan Commissioner Kristina Pistone Commissioner Tonya Veitch Commissioner Justin Wang Council Liaison – Councilmember Sell (present) Chair Wickham, Vice Chair Kunz, all Commissioners, and Councilmember Sell attended via teleconference. ORAL COMMUNICATIONS None. CONSENT CALENDAR 23-0198 Approve the Sustainability Commission Meeting Minutes of December 19, 2022 Commissioner Pistone moved, and Commissioner Veitch seconded, a motion to approve the consent calendar. The motion carried by the following vote: City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final January 17, 2023 Yes: 5 - Chair Wickham Vice Chair Kunz Commissioner Nabhan Commissioner Pistone Commissioner Veitch No: 0 Abstain: 1 - Commissioner Wang PUBLIC HEARINGS/GENERAL BUSINESS 23-0196 Rank 2023 Study Issues Madeline (Willett) Khair, Environmental Programs Manager, provided an overview of the ranking process for Study Issues (SIs) as well as an overview of each of the seven SIs. Commissioners asked clarifying questions, and staff responded. Chair Wickham opened the public hearing. No public comments were made. Chair Wickham closed the public hearing. Commissioners debated dropping or deferring Study Issue ESD 23-02. Commissioners discussed the importance of indoor air quality and the various mechanisms for bringing awareness to this topic. MOTION: Commissioner Nabhan moved, and Commissioner Pistone seconded, a motion to defer SI DPW 22-01. Commissioners discussed SI DPW 22-01. Commissioner Nabhan expressed that staff’s response to the SI was adequate and made this motion to follow staff’s recommendation. Commissioner Pistone agreed, and added that she would like to hear progress updates on fleet electrification as this is considered in future years. Vice Chair Kunz provided background information on why this SI was proposed in its current form. He voiced support of this SI with a particular focus on the timeliness of the fossil-fuel infrastructure assessment of the study. Chair Wickham noted that the staff response was not updated much from the response in 2022. She noted that this is not reflective of the opportunities and City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final January 17, 2023 development in electric vehicles and funding. She voiced support of this Study and opposition to the motion. The motion failed by the following vote: Yes: 1 - Commissioner Nabhan No: 5 - Chair Wickham Vice Chair Kunz Commissioner Pistone Commissioner Veitch Commissioner Wang The Commission discussed the remaining Study Issues. Vice Chair Kunz voiced strong support for SI ESD 23-01 and staff’s recommendation. Chair Wickham, Commissioner Pistone, and Commissioner Veitch agreed with Vice Chair Kunz. Chair Wickham voiced strong support for ESD 17-01 and provided background information on the Study. Commissioner Pistone expressed support for ESD 22-02. Each Commissioner ranked the Study Issues individually. Staff consolidated the results and provided the final consolidated ranking to the Commission. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Pistone shared that she attended the Moffett Park Specific Plan Community meeting. She voiced support of the plan and its sustainability considerations. Chair Wickham encouraged Commissioners to watch the recording of the Code Red for Humanity: Pathways to Healthy Electric Cities. She also encouraged Commissioners to watch the Corporation Yard Master Plan Study Session with City Council on January 24, 2023. -Staff Comments Ms. Khair reminded Commissioners of upcoming events.
