City of Sunnyvale Meeting Minutes Sustainability Commission Monday, November 20, 2023 7:00 PM Online and Bay Conference Room (Room 145), City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Kunz called the meeting to order at 7:03 p.m. in the Bay Conference Room (Room 145) at City Hall. SALUTE TO THE FLAG Chair Kunz led the salute to the flag. ROLL CALL Present: 4 - Chair Douglas Kunz Vice Chair Tonya Veitch Commissioner Kathryn Besser Commissioner Kristina Pistone Absent: 3 - Commissioner Bobbykin Makwana Commissioner Jeffery Nabhan Commissioner Kristel Wickham Commissioner Nabhan, Commissioner Makwana and Commissioner Wickhams' absence were excused by general consent. Council liaison - Councilmember Melton (present) ORAL COMMUNICATIONS None. CONSENT CALENDAR 23-1064 Approve the Sustainability Commission Meeting Minutes of October 16, 2023 Approve the Sustainability Commission Minutes of October 16, 2023, as submitted. City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes November 20, 2023 Commissioner Besser moved, and Vice Chair Veitch seconded, a motion to approve the consent calendar. The motion carried by the following vote: Yes: 4 - Chair Kunz Vice Chair Veitch Commissioner Besser Commissioner Pistone No: 0 Absent: 3 - Commissioner Makwana Commissioner Nabhan Commissioner Wickham PUBLIC HEARINGS/GENERAL BUSINESS 23-1063 Approve 2024 Draft Master Work Plan The Commission discussed finalizing the Draft 2024 Annual Work Plan. The Draft Work Plan was prepared by staff in consultation with the Chair and Vice Chair and reflects topics prioritized by the Commission. Chair Kunz opened the public hearing. No public comments were made. Chair Kunz closed the public hearing. Commissioner Besser moved, and Vice Chair Veitch seconded, a motion to approve the 2024 Draft Master Work Plan. The motion carried by the following vote: Yes: 4 - Chair Kunz Vice Chair Veitch Commissioner Besser Commissioner Pistone No: 0 Absent: 3 - Commissioner Makwana Commissioner Nabhan Commissioner Wickham City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes November 20, 2023 23-1062 Annual Review of Code of Ethics and Conduct for Elected and Appointed Officials Christina Raby, Environmental Engineering Coordinator, noted that there were no updates to the 2023 Code of Ethics. Chair Kunz opened the public hearing. No public comments were made. Chair Kunz closed the public hearing. Commissioner Besser moved, and Vice Veitch seconded, a motion declaring Commissioners have read and will abide by the rules of the Code of Ethics. Yes: 4 - Chair Kunz Vice Chair Veitch Commissioner Besser Commissioner Pistone No: 0 Absent: 3 - Commissioner Makwana Commissioner Nabhan Commissioner Wickham STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Pistone shared the book recommendation "Braiding Sweet Grass" by Robin Wall Kimmerer with the Commission. Commissioner Besser seconded the recommendation to read "Braiding Sweet Grass" and recommended "Cobalt Red" by Siddharth Kara as another read. Commissioner Besser announced the Cherryhill Neighborhood group submitted an application for funding through Sunnyvale’s Neighborhood Grant Program. Commissioner Besser offered to share the application with the Commission. City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes November 20, 2023 Chair Kunz reminded Commissioners to review the Draft Game Plan 2028 before the November 30 Joint Study Session with the Bicycle and Pedestrian Advisory and Planning Commissions. Chair Kunz provided an overview of the November 14 Joint Meeting of City Council with Board and Commission Chairs and Vice Chairs to Review and Improve Overall Effectiveness of Commission Meetings. Chair Kunz suggested to Commissioners to join SVCE’s community leaders group that meets quarterly to hear more in-depth updates on SVCE programs and rebates. Chair Kunz provided information about SVCE’s new rebate program for Small-to-Medium size businesses. Chair Kunz mentioned the Fremont Union High School District formed a community trustee redistricting committee and he is one of the appointed committee members. -Staff Comments Ms. Raby reported on previous and upcoming events, provided community workshop information for Draft Game Plan 2028, provided the location to find more Draft Game Plan 2028 information on the City’s website, and reported that the December 18, 2023 Sustainability Commission meeting will be canceled.
