CONSENT CALENDAR 1 24-0560 Approve the Sustainability Commission Meeting Minutes of April 15, 2024 Approve the Sustainability Commission Minutes of April 15, 2024, as submitted. City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes May 20, 2024 Commissioner Wickham moved, and Commissioner Makwana seconded, a motion to approve the consent calendar. The motion carried by the following vote: Yes: 4 - Chair Kunz Vice Chair Veitch Commissioner Makwana Commissioner Wickham No: 0 Absent: 1 - Commissioner Pistone Abstain: 1 - Commissioner Nabhan PUBLIC HEARINGS/GENERAL BUSINESS 2 24-0635 Forward a Recommendation to City Council to Amend the Climate Action Playbook and Adopt Game Plan 2028 Recommend Alternative 1 to the City Council: Adopt the Climate Action Playbook amendments and Game Plan 2028. Madeline Khair, Environmental Programs Manager, presented information on the Proposed Final Climate Action Playbook (Playbook) Amendments and Game Plan 2028 including: efforts made to engage the community in providing feedback on the updates to the Playbook and Draft Game Plan 2028, summary of the public review feedback gathered, and the subsequent changes made to the Draft Playbook Amendments and Game Plan 2028. These changes include metric updates to several Plays, removing one Move in Strategy 1, clarifying existing building electrification language in Strategy 2, adding a Move to support vehicle miles traveled (VMT) metrics in Strategy 3 and adding a Move in Strategy 4. The Sustainability Commission asked questions and staff provided clarifications on several topics. The Sustainability Commission generally agreed that given the urgency of climate change and the nearness and progress needed to achieve the 2030 target, the updates to the Proposed Final Playbook Amendments and Game Plan 2028 are ready for adoption. Chair Kunz opened the Public Hearing at 8:03 p.m. Richard Parenteau thanked staff for the effort spent on developing the Proposed Final Playbook Amendments and Game Plan 2028. Mr. Parenteau asked how the City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes May 20, 2024 City is prepared to help residents electrify and balance the load demand of electric appliances and vehicle charging throughout the day. Dashel Leeds, Conservation Coordinator for the Sierra Club Loma Prieta Chapter, thanked staff and voiced support for the Proposed Final Playbook Amendments and Game Plan 2028. Mr. Leeds requested that groundwater rise be addressed in Strategy 6 in the Game Plan 2028. Chair Kunz closed the Public Hearing at 8:09 p.m. MOTION: Commissioner Makwana moved, and Commissioner Wickham seconded, a motion to recommend Alternative 1 to forward a recommendation to City Council to Amend the Climate Action Playbook and Adopt Game Plan 2028. The motion carried by the following vote: Yes: 5 - Chair Kunz Vice Chair Veitch Commissioner Makwana Commissioner Nabhan Commissioner Wickham No: 0 Absent: 1 - Commissioner Pistone 3 24-0636 Annual Review of City Manager’s Recommended Budget Full budget available online at: Sunnyvale.ca.gov/your-government/governance/city-budget Staff addressed comments and questions from the Commissioners on the City Manager’s FY 2024/25 Recommended Budget (Recommended Budget), highlighting funding available for projects and positions related to sustainability programs. The Commission discussed the Recommended Budget and asked clarification questions of staff. Chair Kunz opened the Public Hearing at 8:49 p.m. Richard Parenteau voiced concern regarding artificial turf and asked the Commission to recommend to City Council to maintain natural turf on City-owned properties. Mr. Parenteau commented on City-operated fuel storage tank replacements and asked that the Commission recommend to City Council to City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes May 20, 2024 consider waiting to fund fuel storage tank replacements as the sources to operate vehicles is changing. Kristina Pistone noted several projects in the FY 2024/25 Recommended Budget Volume 2 - Projects Budget that she wanted the Commission to review and highlighted the Climate Budgeting Study Issue as a project of high importance to support and implement beyond the Study. Chair Kunz closed the Public Hearing at 8:55 p.m. MOTION: Commissioner Makwana moved, and Vice Chair Veitch seconded, a motion to provide the following recommendations on the City Manager’s Recommended Budget for FY 2024/25 to City Council, and to nominate Chair Kunz to convey these recommendations to City Council verbally and in writing: 1. Support funding for the Climate Action Plan and Game Plan 2028; the $1.7 M in one-time costs and the addition of the four positions. (note that the budget lists $1.07 M instead of $1.7M) 2. Support Budget Supplement 1, in particular funding for Study Issue ESD 24-01 3. Support funding for Budget Supplement 2 items related to Game Plan 2028, as prioritized in the list below: I. CDD position (2B.4) II. Fund the ATP planner (2A.3 + Budget Supplement 5) III. Fund ESD position (2A.5) IV. City of Sunnyvale Page 4 Sustainability Commission Meeting Minutes May 20, 2024 NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Makwana noted the vacancies on the Sustainability Commission. Commissioner Wickham announced Acterra’s May 9, 2024, webinar, “Code Red for Humanity: Clean Air, Healthy Bay Area” was published online for anyone unable to attend. Commissioner Wickham also shared upcoming Council meetings that include the budget workshop and a public hearing on pausing Reach Code enforcement. Vice Chair Veitch promoted BayREN’s upcoming online forum, “Commercial Conundrums and Successes in Building Decarbonization” on June 5 from 9 a.m. to noon. Chair Kunz thanked staff for the hard work coordinating the April Earth Day Festival and reflected on elements of the festival he enjoyed. Commissioner Wickham reminded Commissioners of the upcoming Electrify Your Life Series event hosted by the Sunnyvale Public Library. The event is happening online on June 20 from 7 to 8 p.m. and Commissioner Wickham announced she will be one of the panelists. -Staff Comments Christina Raby, Environmental Engineering Coordinator, reported on previous and upcoming events.
