Location: 1431 S. Wolfe Rd. (APN: 309-11-006)
Applicant / Owner: Sun Bay Construction / Farrokh Omid-Zohoor
Proposed Project:
USE PERMIT to allow an approximately 8-foot 6-inch tall fence
in the front yard of a single-family home.
Reason for Permit: A Use Permit is required for any fence that
exceeds 6 feet in height in the front yard.

In attendance: Omid Zohoor, Applicant; Andrew Miner, Zoning Administrator;
Rosemarie Zulueta, Project Planner; Luis Uribe, Staff Office Assistant.
Mr. Andrew Miner, Zoning Administrator, on behalf of the Director of Community
Development, explained the format that would be observed during the public
hearing.
Mr. Miner announced the subject application.
Rosemarie Zulueta, Project Planner, presented the item and had no additional
information.
Mr. Miner opened the public hearing.
Omid Zohoor, Applicant, received and reviewed a copy of the staff report and
explained that he has been working with staff to create a design that is uniform with
the neighborhood. Mr. Miner asked about the need for an additional foot for the
fence. Mr. Zohoor stated when the house was purchased the fence was in terrible
condition and believes this design is cohesive with the neighborhood.

Mr. Miner closed the public hearing.
The Zoning Administrator approved the project subject to the findings and
conditions of approval located in the staff report.
Mr. Miner stated that the decision is final unless appealed to the Planning
Commission with payment of the appeal fee within the 15-day appeal period.

Applicant / Owner: Michael & Madeline Goeringer
Proposed Project: Variances to allow two covered parking spaces in
tandem and a combined side yard setback of 7 feet where 10 feet is
needed, for an addition to a single family home resulting in 2,112
square feet and 42% FAR/lot coverage.
Reason for Permit: A Variance is required for deviations from
single-family home parking standards and combined side yard
setback requirements.

member of the public did contact staff with concerns about parking.
Mr. Miner opened the public hearing.
Michael Goeringer, Applicant, received and reviewed a copy of the staff report and
stated he is trying to keep the design in character to the neighborhood. In order for
them to obtain this goal, a tandem garage will be needed for them to acquire 2

vehicle covered parking.
Madalen Goeringer, Applicant, stated she believes this to be a very clean design
and most of her neighbor’s park on their front yard. Mr. Miner had some questions
regarding changes to the layout of the property and stated there are certain
constraints that would not allow for more than a one vehicle parking structure.
Mr. Miner closed the public hearing.
The Zoning Administrator approved the project subject to the findings and
conditions of approval located in the staff report. He was able to make the findings.
Mr. Miner stated that the decision is final unless appealed to the Planning

Proposed Project: Minor special development permit to use an
existing building for veterinary use.
Reason for Permit: A Special Development Permit is required for a
change of use.

Mr. Andrew Miner, Zoning Administrator, on behalf of the Director of Community
Development, explained the format that would be observed during the public
hearing.
Mr. Miner announced the subject application.
Jonathan Caldito, Project Planner, presented the item and stated a few changes
had been made to the conditions of approval since the report was circulated. He
also noted there was a complaint from a neighbor regarding noise at this location.

Mr. Miner opened the public hearing.
Raj Singh, Applicant received and reviewed a copy of the staff report. He had
some questions regarding the employee’s on-site rule and asked why this condition
was required. He also mentioned the current arrangement with the other tenant
regarding the trash receptacle is working out great.
Chris Thompson, Broker, stated they were unaware the shared trash agreement
existed. Mr. Miner asked about the shared access and parking with Cranberry Hill,
Mr. Thompson stated there is an agreement that 20% of Cranberry Hill parking can
be accessed by Mr. Singh. Mr. Miner asked if the parking agreement required
employees to use the parking located in back of the building, or if employees and
clients could use the Cranberry Hill parking lot. Mr. Miner had questions about the
gate between the Honda dealership and the applicant’s property. Mr. Thompson
stated there is no easement, Mr. Miner asked that Public Works review the location
and size of the trash area and will condition this area be enclosed. Mr. Miner
asked if animal boarding will be provided, Mr. Singh stated that it will occur from
time to time for medical observation only and animal boarding is not their primary
business. Mr. Singh also mentioned there are restrictions that must be met prior to
the boarding of animals. Mr. Miner stated that he will be adding a condition stating
that overnight stay will only be allowed if needed for medical purposes.
Mr. Miner closed the public hearing.
The Zoning Administrator approved the project subject to the findings and
conditions of approval located in the staff report with the added conditions
mentioned above, revising condition PS3 that additional arrows must be added and
Removal of Condition AT7.
Mr. Miner stated that the decision is final unless appealed to the Planning
Commission with payment of the appeal fee within the 15-day appeal period.
