Proposed Project:
USE PERMIT to allow an addition of a 1-foot trellis to an
existing 6-foot tall fence (from the grade) in the front yard of a
single-family home.
Reason for Permit: A Use Permit is required for any fence that
exceeds 8 feet in height in the front yard.

Recommendation: Approve with Conditions
After reading the title of the proposed project, Mrs. Blizinski asked Shila
Behdzadiaria, Project Planner, if there were any additional comments.
Ms. Behzadiaria stated the applicant requested a one foot trellis addition to an
existing fence due to recent burglaries. The fence is in line with the property face

and a similar fence (in height and design) exists within the same neighborhood but
at a lower grade. Staff stated that notices were sent to surrounding neighbors;
however, no comments were received. Staff finds the fence is in keeping with the
character of the neighborhood, and recommends approval of the permit.
Mrs. Blizinski opened the hearing to the applicant.
Daniel Bremond, applicant, stated the addition to the fence is critical since an
existing 2 foot planter in the front of the house makes it easy for the burglers to
jump the existing fence. The requested addition would close the gap between the
top of the fence and the roof.
ACTION: Approved with the recommended conditions 1 through 4 in attachment 2
of the staff report.

Proposed Project:
USE PERMIT To install six and a half tennis courts and
associated site improvements within the existing
softball/recreation field at Kings Academy School.
Reason for Permit: The proposed 54,415 square foot tennis court
facility is a conditionally permitted use in the Public Facilities Zoning
District that requires a Use Permit.

Recommendation: Approve with conditions
After reading the title of the proposed project, Mrs. Blizinski asked Cindy Hom,
Project Planner, if there were any additional comments.
Ms. Hom stated the King's Academy serves grade 6 to 12 and not K-12 as
previously stated in the staff report. The tennis courts will be utilized for the school,
and may hold clinics, camps, and potential tournament events during the summer.
Site modifications will include the removal of 36,000 square feet of landscaping and
and 61 parking spaces. Staff finds the project complies with the the zoning
standards with the public facilities district and recommends approval subject to the
findings and conditions attached to the staff report.
Mrs. Blizinski opens the hearing to the applicant.

Jon Milburn, applicant, stated he planned to place three tier bleachers adjacent to
the courts, outside the fence line. Mrs. Blizinski inquired if the area will be paved.
Mr. Milburn stated the area will be paved prior to placement of the bleachers.
Mr. Milburn stated he had plans to work with Ms. Hom on placement of trees, as
stated in condition BP-5, Item A. Rather than place trees within a 5 foot landscape
strip as proposed in the report, Mr. Milburn requested tree placement to the south
of the courts.
Scott Meadows, applicant, stated he had no additional comments.
There were no additional comments from the public.
Mrs. Blizinski inquired with Ms. Hom if there were any issues with the bleacher
location.
Ms. Hom said no and clarified that a condition of approval was included, stating that
the applicant must obtain a permit for large special events.
Mrs. Blizinski closed the public hearing.
ACTION: Approved with modification to condition BP-5 to have the applicant work
with staff to find an appropriate location for the replacement trees.
ADJOURNMENT
Mrs. Blizinski adjourned the meeting at 3:12 p.m.
