City of Sunnyvale Action Summary Zoning Administrator Hearing Wednesday, October 25, 2017 3:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Gerri Caruso, Principal Planner, called the meeting to order at 3:00 p.m. PUBLIC HEARINGS File #: 2017-7615 Location: 183 Acalanes Drive (APN: 161-16-003) Applicant / Owner: MidPen Housing Corporation (applicant) / Mp Eight Trees Llc (owner) Proposed Project: VARIANCE to allow a new 1,385 s.f. community building addition, which results in a 41.6% lot coverage where a max. 40% for the site is allowed within the R-3 Zoning District, per Sunnyvale Municipal Code (SMC) 19.32.020. Reason for Permit: A Variance is required to exceed the allowable lot coverage requirement Project Planner: Ryan Kuchenig, (408) 730-7431, rkuchenig@sunnyvale.ca.gov Issues: Lot Coverage, Landscaping Recommendation: Approve with conditions Ms. Caruso asked if Ryan Kuchenig, project planner, had any additional updates or comments. Mr. Kuchenig stated there were no updates and proceeded to summarize the project. The project involves architectural upgrades to the building and site in terms of landscaping and parking. The building will be at the center of the site, replacing the pool however, there will be no addition of units to the site. There will be changes to the bedroom count but does not result an increase to the parking requirement. Ms. Caruso clarified with Mr. Kuchenig the existing buildings will not be torn down and rebuilt. There will be new exterior upgrades and landscaping and the swimming pool will be taken out and replaced by a small community building. Mr. Kuchenig confirmed the statement. Currently, the project is privately owned and City of Sunnyvale Page 1 Zoning Administrator Hearing Action Summary October 25, 2017 privately rented to tenants and will become affordable housing at a certain level. MidPen Housing Corporation owns the property. The reason for the variance is to allow for a 1.6% increase in lot coverage over what is allowed in the code. Ms. Caruso opened the hearing to the applicant. Ms. Caruso asked if the applicants have had a chance to read the staff report. Helen Tong-Ishikawa, applicant, stated she did not have the chance to read the staff report yet and said the use of the community building will better fit the needs to tenants. Ms. Caruso stated she did not have any questions to the applicants and asked if the applicants had any comments. Neal Pann, project architect, stated the project will not be adding any services offices to the new building. In order to provide community services to tenants, the building has had to go slightly over the allowed lot coverage, which has led to a variance request. Ms. Caruso opened the hearing to the public. Elena Abramova, neighbor, asked when the project will start and how much noise will be produced and what the impact would be during construction. Ms. Tong-Ishikawa stated the anticipated start date to be January 2019 to allow for the permitting process to complete. The total project is estimated to last ten to twelve months. Ms. Tong-Ishikawa stated she will be working with the city to abide with constructions and building regulations. Ms. Caruso stated the city has a limited number of hours a day anyone can do construction. Mr. Kuchenig stated the hours should be from Monday to Friday, from 7 a.m. to 5 p.m. and Saturday from 8 a.m. to 5 p.m. Ms. Caruso stated the city typically requires the applicant to post a phone number of the manager or coordinator on site. If problems persist, Mrs. Abramova may call the city to send code enforcement out to address the issues. City of Sunnyvale Page 2 Zoning Administrator Hearing Action Summary October 25, 2017 Mrs. Abramova inquired about possible reduced parking during construction, as it is a current issue on Acalanes Drive. There have been times where people have parked in her driveway. Ms. Tong-Ishikawa stated that Mrs. Abramova might see a decrease in cars during construction as tenants will be temporarily relocated. Ms. Caruso stated trucks will be parked on the street during construction. While the applicant will want to avoid that, there may be instances where this will occur. Ms. Caruso stated that if Ms. Abramova feels there is an issue with the construction work, she may call the construction manager or coordinator on site. Cars parking in Ms. Abramova's driveway are a separate issue. Ms. Tong-Ishikawa stated Mrs. Abramova may contact her if she had any further questions. Ms. Caruso closed the hearing.
