CALL TO ORDER
George Schroeder, Zoning Administrator, called the meeting to order at 3:00 p.m.
PUBLIC HEARINGS
Proposed Project:
Related applications on a 0.66-acre site:
USE PERMIT to allow the removal of an unpermitted chain-link
fence and replacement with a new 8-foot tall steel picket fence
along the front yards, and
VARIANCE to allow a new rolling parking lot gate within the
driveway vision triangle.

Mr. Schroeder inquired with Cindy Hom, Project Planner, if there were any additions
to the staff report.
Ms. Hom noted a correction to the legal ad. The address was listed as 904 Weddell
Drive instead of 904 Weddell Court. She also noted the corner vision triangle should
be a driveway vision triangle.
Mr. Schroeder inquired with Ms. Hom if the Traffic Division reviewed the
encroachment of parking spaces into the driveway vision triangle.

Ms. Hom confirmed that the Public Works and Traffic departments reviewed the
encroachment.
Mr. Schroeder inquired if the Public Works and Traffic departments had any
concerns about the encroachment.
Ms. Hom stated the driveway is approximately 135 feet from the Weddell Drive and
Weddell Court intersection so there would be sufficient capacity to prevent any
backing up of traffic.
Mr. Schroeder stated the report notes that there would be a parking deficiency if the
fence and gate would be outside of the vision triangle. He asked if it was known
how many spaces would be taken.
Ms. Hom stated it would be 2-3 parking spaces.
Mr. Schroeder asked if the applicant had any updates or comments.
Sergio Costa, applicant, corrected that 3-4 parking spaces would be impacted
because of the vision triangle. The total number of parking spaces available would
be 25-26 from the current total of 29. Mr. Costa stated he didn’t feel the proposed
project would present any undue danger to pedestrians.
Mr. Schroeder inquired if the business hours would be 7am-4pm as reported and if
the gate would share the same hours of operation. He inquired how fire trucks and
solid waste would be able to access the site outside of these hours.
Mr. Costa confirmed the business and gate hours of operation would be 7am-4pm.
He noted that the gate can be overridden by a knox box in front of the building by
the Fire department. Solid Waste would not be able to override the gate and would
have to come during the hours of operation which has been practice with the
previous owners of the site.
Mr. Schroeder asked if the owner had any comments.
Thomas Newman, owner, had a slight correction. The gate also has a Fire
department access key.

Mr. Schroeder asked if there were any expected deliveries outside of business
hours.
Mr. Newman did not expect any deliveries to be made outside of business hours.
Mr. Schroeder opened the hearing to public comments.
No members of the public were present to comment on this item.
Mr. Costa reiterated that he believes the project betters the property and helps with
public welfare and safety.
Mr. Schroeder closed the hearing to public comments.
ACTION: Alternative 1. Approve the Use Permit and Variance with
recommended Findings in Attachment 2 and recommended
Conditions in Attachment 3.

Avenue.

Mr. Schroeder inquired with Cindy Hom, Project Planner, if there were any additions
to the staff report.
Ms. Hom had no updates. Ms. Hom noted the south perimeter fencing was
approved via building permit 2015-5500.

Mr. Schroeder noted there was a master use permit applied to the Lockheed
property that was expired. He inquired if there was any mention of barbed wire in
the master use permit.
Ms. Hom stated there were provisions in regards to fencing and perimeter safety
and a controlled access perimeter plan so the barbed wire should have been
included in the plans, but were not explicit because of archived documents.
Mr. Schroeder inquired if the proposed fencing style would match the existing
fencing style currently on 5th Avenue.
Ms. Hom confirmed the fencing style would be the same and that fencing style was
approved with a City permit.
Mr. Schroeder inquired if the fencing on 1st Avenue would be the same location as
the existing fence.
Ms. Hom confirmed the location of the fencing as the same as the existing location.
Mr. Schroeder asked the applicant if they had any comments.
Jeff Hanna, architect, stated the fencing was required to uphold government
security standards.
Mr. Schroeder asked if the federal government was requesting the taller fence
height.
Mr. Hanna confirmed the federal government was requesting the specifications of
the fencing.
Mr. Schroeder inquired if any other replacements were planned for the future.
Mr. Hanna was not aware of any further requests for replacements.
Mr. Schroeder opened the hearing to public comments.
There were no members of the public that wished to speak on the item.
Mr. Schroeder asked if Mr. Hanna had any final comments.
