PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, August 3, 2021 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201. 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Jenny Van Sickle, Warren Bender (via teleconference), Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Craig Sutherland (via teleconference), Keith Kern, Lindsey Graskey Also Present: Mayor Paine, City Clerk Kalan 3. APPROVAL OF MINUTES July 20, 2021 - Regular Council Meeting. MOTION by Councilor Ludwig, seconded by Elm and carried, to approve. 4. PRESENTATIONS AND PUBLIC HEARINGS 4.1 Presentation from Assessor Terry Johnson relating to duties and revaluation. 5. CORRESPONDENCE TO BE FILED (No action) 6. MAYOR’S REPORT 6.1 The Mayor’s Report. 6.2 Committee appointments: Redevelopment Authority of the City of Superior: Appoint Dr. Sakib Mahmud, P.O. Box 2000, Superior, WI 54880, for a five (5) year term expiring August 2026; Wisconsin Point Committee: Appoint Deanna Erickson, 14 Marine Drive, Superior, WI 54880, as the representative for Lake Superior National Estuarine Research Reserve (LSNERR); 1 Regular Council Meeting August 3, 2021 Assessment Board of Review: Reappoint Gerry Manion, 809 E. 4th St., Superior, WI 54880, for a five (5) year term expiring August 2026; Civil Service Commission: Reappoint Jeff Longnecker, 3727 E. 1st St., Superior, WI 54880, for a four (4) year term expiring August 2025, and Reappoint Donna Bergum, 1320 Grand Ave., Superior, WI 54880, for a four (4) year term expiring August 2025; Community Development Block Grant Advisory Board: Reappoint Nick Nelson, 17 Maple Ave., Superior, WI 54880, for a three (3) year term expiring August 2024; Library Board: Reappoint Mary Klun, 1224 Lincoln St., Superior, WI 54880, for a three (3) year term expiring August 2024; Liability Claims Committee: Reappoint Chad Matushak, 15 Willow St., Superior, WI 54880, for a three (3) year term expiring August 2024. MOTION by Councilor Elm, seconded by Fennessey and carried, to approve. 7. STANDING COMMITTEE REPORTS 7.1 Special Finance Committee, July 27, 2021 Report from the Chair. 1) Approval of sponsorships: a) Grandma’s Marathon for $1,500 b) Polaske 5K for $195 c) Billings Park Days $2,000 d) Superior Museum Crawl $1,000 e) Fairlawn Mansion’s Ice Cream Social for $750 2) Approval $2,500 to be used to contract with Krystal Kleer Inc. to begin working on ice carving projects for the 2022 Ice Festival. 3) Approval the Festival Committee’s modifications of the Festival Committee’s review process policy. . MOTION by Councilor Ludwig, seconded by Bender and carried, to approve. Councilors Kern and Sutherland abstained. 7.2 Human Resource Committee, July 19, 2021 Report from the Chair. 1) To add Dr. Martin Luther King Jr. Day as a paid City holiday. 2) To approve updated Non-Union Handbook (correct use of pronouns, update obsolete language). MOTION by Councilor Ludwig, seconded by Ledin and carried, to approve. 2 Regular Council Meeting August 3, 2021 8. SPECIAL COMMITTEE REPORTS 8.1 Communications and Information Technology Committee, July 26, 2021 Report from the Chair. 1) To Approve Broadband Master Plan. Councilor Elm advised that the Councilors received an email two hours prior to the meeting from Charter Communications outlining claims of inconsistencies and factual errors in EntryPoint Broadband Master Plan. MOTION by Councilor Fennessey, seconded by Kern and carried, to postpone until August 17, 2021, the next scheduled regular Common Council meeting. 8.2 Police and Fire Commission, July 14, 2021 8.3 Urban Forestry Tree Board, July 15, 2021 Report from the Chair. 8.4 Parks & Recreation Commission, July 22, 2021 Report from the Chair. 9. OLD BUSINESS 9.1 Finance Director Puetz submitting amendment to the Billings Park Civic Center Lease Agreement. (Postponed from July 20, 2021 Council Meeting) MOTION by Councilor Bender, seconded by Sutherland and carried, to approve. 10. NEW BUSINESS 10.1 City Clerk Kalan recommending approval of miscellaneous licenses. MOTION by Councilor Fennessey, seconded by Kern and carried, to approve. 10.2 City Clerk Kalan recommending referral of Claim No. 21-11 to the Liability Claims Committee. MOTION by Councilor Fennessey, seconded by Elm and carried, to approve. 10.3 City Clerk Kalan recommending approval of an original Class B Liquor and Beer license for Superior Bowling Center, LLC, DBA Superior Lanes, 1914 Broadway Street, Jeff McCaffrey, agent for license period September 1, 2021 – June 30, 2022. MOTION by Councilor Sutherland, seconded by Kern and carried, to approve. 3 Regular Council Meeting August 3, 2021 10.4 Planning Director Serck and City Attorney Prell recommending approval of the Improvements Easement Agreement for 2222 East 5th Street, an agreement between the City of Superior, WI and Trustees of the William E. Stack and Nairi G. Stack Revocable Trust. MOTION by Councilor Fennessey, seconded by Bender and carried, to approve. 10.5 Ordinance #O21-4245 Amending City Code Chapter 112 – Traffic Code, Schedule J, Accessible Parking Zones by adding 1108 Lincoln Street (both sides). MOTION by Councilor Ludwig, seconded by Bender and carried, to adopt. 11. BUSINESS BY PUBLIC Mark Carlos addressed the council about various issues, including asking Target pay back city/state funds and offering additional mental health services locally after watching Governor Evers sign a bill which expanded them.
