PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING SUPERIOR, WISCONSIN Tuesday, September 21, 2021 The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201. 1. PARKS & RECREATION COMMISSION: 1. Reappoint Elizabeth Noren (608 E 8th St, Superior WI 54880) for a three (3) year term, expiring September 2024. MOTION by Councilor Fennessey, seconded by Ludwig and carried, to approve. HISTORIC PRESERVATION COMMITTEE: 1. Reappoint Tim Meyer (c/o The Meyer Group Architecture, 823 Belknap St, Ste 212, Superior WI 54880) for a three (3) year term, expiring September 2024. 2. TOURISM DEVELOPMENT COMMISSION: 1. Appoint Steve Knauss, P O Box 1471, Superior WI 54880, for a one (1) year term, expiring September 2022. 2. Appoint JoAnn Jardine (1419 Pine Ave, Superior WI 54880) for a one (1) year term, expiring September 2022. 3. Appoint Lindsey Graskey, as a council representative, for a term expiring April 2022. 4. R21-13574 A Resolution requiring the repair of a Railroad Crossing located at E 5th St and Hill Avenue. MOTION by Councilor Van Sickle, seconded by Fennessey and carried, to approve all four committee recommendations. 7.3 Finance Committee (Meeting held September 9, 2021) Report from Councilor Sweeney. RECOMMENDATIONS: 1. Approve the 2022 HealthPartners Group Insurance renewals. 2. Approve the 2022 Self Insured Health Fund Budget, 2022 Health and Dental Insurance Rates, and the funding of HSA/HRA deductibles for 2022. MOTION by Councilor Elm, seconded by Ledin and carried, to approve. OLD BUSINESS 9.1 2022 General Fund Budget 9.2 2020 Budget Surplus Allocation 9.3 Capital Improvement Program (CIP) Revenue 9.4 2022 Revolving Grants Program Fund Budget Mayor Paine reported an unexpected reduction in the annual Terminal Tax allocation, and that the Department of Revenue advised for us to prepare for little to no growth in this allocation for next few years. He also recommended that the budget be revised, to address the projected Capital Improvement Plan shortfall, before it is approved by the Common Council. MOTION by Councilor Sutherland, seconded by Elm and carried, to refer all four items to a Special Finance Committee Meeting to be held at 4:30 p.m. on September 28. 10. NEW BUSINESS 10.1 CITY CLERK RAMOS recommending approval of miscellaneous licenses. MOTION by Councilor Bender, seconded by Ludwig and carried, to approve. 10.2 CITY CLERK RAMOS recommending approval of an original Class B Liquor and Class B Beer alcohol license for Up North DeCaro Superior LLC, DBA The Tap on Tower, 1106 Tower Avenue (Agent: Nathan Sanders) for license period October 1, 2021 – June 30, 2022. MOTION by Councilor Elm, seconded by Fennessey and carried, to approve. 10.3 PARKS, RECREATION AND FORESTRY DIRECTOR CADOTTE is recommending approval of R21-13575, a resolution in support of a Wisconsin DNR Urban Forestry Grant. MOTION by Councilor Ludwig, seconded by Bender and carried, to approve. 10.4 ORDINANCE O21-4255, introduced by the Common Council of the City of Superior, to amend City Code Chapter 112 - Traffic Code, Schedule J, Accessible Parking Zones, to add signs from 1218 John Avenue (both sides). MOTION by Councilor Elm, seconded by Bender and carried, to approve. 4 Regular Council Meeting September 21, 2021 11. BUSINESS BY PUBLIC Bruce Wolf recommended asking area churches to help secure $2.4 million needed to purchase the former Epic building and nearby property, to create a shelter that provides detox and mental health services (like Solid Rock Safe Haven) to help local homeless residents address the trauma that led them to struggle with substance abuse and get back on their feet.
