The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

5.1 2023 MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) ANNUAL REPORT
submitted by Environmental Services Division.

6.2.1 To the Culture, Events, and Public Art Commission, appoint Mollie Gilbertson for a
term expiring April 2027.
MOTION to approve, by Councilor Graskey, was seconded by Councilor
Johnson and carried.
6.3 MAYOR PAINE is recommending approval of Bid Award for Roof Replacement at 1310
Tower Avenue (Princess Theater) in the amount of $1,099,851.

7. STANDING COMMITTEE REPORTS
7.1 Human Resources Committee (Meeting held February 19,2024)
Report from the Councilor Ludwig.
RECOMMENDATIONS:
7.1.1 Approve request to increase the Police Department by 1 Officer for the COSSAP
Wisconsin Deflective Initiative Grant for the duration that the grant is funded.
MOTION to approve, by Councilor Ludwig, was seconded by Councilor
Herrick and carried.
7.1.2 Approve IAFF Fire Union Contract for years 2024 through 2025.
MOTION to approve, by Councilor Johnson, was seconded by Councilor
Sweeney and carried.

7.5.1 Approve O24-4336, an ordinance amending City Code, Chapter 112, Traffic Code,
Schedule I, Streets Excluded From Calendar Parking, Add Street Excluded from
Calendar Parking: Grand Avenue between N 14th Street and Belknap Street.
MOTION to approve, by Councilor Elm, was seconded by Councilor Graskey
and carried.
7.5.2 Approve O24-4337, an ordinance amending City Code, Chapter 112, Traffic Code,
Schedule I, Streets Excluded From Calendar Parking, Amend Grand Avenue
between N 6th Street and N 15th Street (Belknap) – April 1st through October 31st
(current) to say Grand Avenue between N 6th Street and N 14th Street – April 1st
through October 31st.
MOTION to approve, by Councilor Elm, was seconded by Councilor Graskey
and carried.

7.5.3 Approve O24-4338, an ordinance amending City Code, Chapter 112, Traffic Code,
Schedule G, Section 1, No Night Parking, Add Grand Avenue between N 14th Street
and Belknap Street.
MOTION to approve, by Councilor Elm, was seconded by Councilor Johnson
and carried.

10.1 CITY CLERK BLUNT recommends approval of miscellaneous licenses.
MOTION to approve, by Councilor Fennessey, was seconded by Councilor Herrick
and carried.
10.2 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer License
application for the Duluth-Superior Area Wargamers located at 525 Tower Avenue (Agent:
Tyler Broderius) for the North Star Open Team Tournament to be held April 4, 2024
through April 7, 2024.
MOTION to approve, by Councilor Graskey, was seconded by Councilor Elm and
carried.
10.3 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK
recommends the approval of R24-13783, a resolution to approve the Form of Notice to
Lease Real Property (General Mills Dock Wall Project) located at 2205 Winter Street,
Superior, WI in the amount of $813,000.

MOTION to approve, by Councilor Elm, was seconded by Councilor Graskey and
carried.
10.4 COMMUNITY DEVELOPMENT MANAGER ANDERSON recommends approval of
R24-13784, a resolution setting a public hearing on April 16, 2024, for the 2023
Consolidated Annual Performance and Evaluation Report (CAPER).
MOTION to approve, by Councilor Herrick, was seconded by Councilor Ludwig and
carried.
10.5 PUBLIC WORKS DIRECTOR JANIGO recommends approval of O24-4339, an ordinance
amending City Code Chapter 112, Traffic Code, Schedule J, Accessible Parking Zones,
Remove Accessible Parking sign at 2015 Baxter Avenue (both sides).
MOTION to approve, by Councilor Ludwig, was seconded by Councilor Graskey and
carried.
