The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in
the Government Center, Board Room 201.

MOTION TO APPROVE, by Councilor Herrick, was seconded by Councilor Johnson

MOTION TO APPROVE, by Councilor Herrick, was seconded by Councilor Ludwig.
MOTION TO AMEND to remove “foster children” from first sentence and all
subsequent mentions throughout policy, by Councilor Sweeney, was seconded by
Councilor Fennessey, and failed via roll call vote:

8.1.2.1 Approval of R24-13793, a resolution supporting an application to the
Wisconsin Department of Natural Resources Inflation Reduction Grant.
MOTION TO APPROVE, by Councilor Graskey, was seconded by Councilor
Ludwig, and carried.

10. NEW BUSINESS
10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses.
MOTION TO APPROVE, by Councilor Herrick, was seconded by Councilor Graskey,
and carried.
10.2 PARKS, RECREATION AND FORESTRY DIRECTOR CADOTTE is requesting the
approval of R24-13790, a resolution supporting the Proclamation of World Migratory Bird
Celebration Day in the City of Superior.

MOTION TO APPROVE, by Councilor Graskey, was seconded by Councilor Ledin,
and carried.
10.3 PARKS, RECREATION AND FORESTRY DIRECTOR CADOTTE is recommending the
approval of an agreement for design and build services of a skatepark located at Heritage
Park. The budget is three hundred thousand dollars and no cents $300,000.00 for all
services.
MOTION TO APPROVE, by Councilor Ledin, was seconded by Councilor Ludwig,
and carried.
10.4 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK is
requesting the approval of R24-13791, a resolution approving the City of Superior’s Three-
Year Harbor Development Statement of Intentions for the Wisconsin Harbor Assistance
Program.
MOTION TO APPROVE, by Councilor Herrick, was seconded by Councilor Graskey,
and carried.
10.5 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK
recommends awarding the City of Superior Zoning Code Update to SRF Consulting in the
amount of $153,077.50.
MOTION TO APPROVE, by Councilor Graskey, was seconded by Councilor
Fennessey, and carried.
10.6 FINANCE DIRECTOR RHINEHART recommends approval of R24-13792, a resolution
providing for Issuance and Sale of General Obligation Promissory Notes, Series 2024B, of
the City of Superior, Wisconsin.
There was no objection to allow Sean Lentz, Senior Municipal Advisor, with Ehlers to
address the Council.
MOTION TO APPROVE, by Councilor Ledin, was seconded by Councilor Johnson,
and carried.
10.7 FINANCE DIRECTOR RHINEHART recommends approval of R24-13794, a resolution
reauthorizing Self-insured Program for Workers’ Compensation.
MOTION TO APPROVE, by Councilor Graskey, was seconded by Councilor
Sweeney, and carried.
10.8 COUNCIL PRESIDENT GRASKEY AND VICE PRESIDENT LUDWIG recommends
approval of 2024-2025 Council Appointments.
MOTION TO APPROVE, by Councilor Graskey, was seconded by Councilor Ludwig,
and carried.
10.9 MAYOR PAINE recommends approval of Committee Appointments.
MOTION TO APPROVE all but the Urban Forestry Tree Board, by Councilor
Graskey, was seconded by Councilor Herrick, and carried.

11. BUSINESS BY PUBLIC
Councilor Ludwig spoke regarding the food compost program implemented by the city
to help reduce food waste. Food waste composting sites are now open at 6 sites
throughout the city.
