MOTION to approve by Councilor Ledin, was seconded by Councilor Elm, and
carried.
2. Approval of O24-4358, an ordinance amending City Code Chapter 112, Traffic Code,
Schedule I, Streets Excluded from Calendar Parking, Add 5800-6000 Block of Butler
Avenue.

1. Waive the bidding requirements and approve a three-year agreement with COS
Systems for the software provisioning portion of the ConnectSuperior network

10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses.
MOTION to approve by Councilor Elm, was seconded by Councilor Johnson, and
carried.
10.2 CITY CLERK BLUNT is recommending approval of an Amend the Premise license
application for Main Club located at 1217 Tower Avenue (Agent: Shawn Roos), for the
event “Pride Weekend” from August 30 through September 2, 2024.
MOTION to approve by Councilor Ledin, was seconded by Councilor Ludwig, and
carried.
10.3 CITY CLERK BLUNT is recommending approval of a Temporary Class “B” Beer and
Wine License application for the Rotary Club of Superior for the “Lake Superior Dragon
Boat Festival” event located at Barkers Island from August 23 through August 24, 2024.
MOTION to approve by Councilor Ledin, was seconded by Councilor Sweeney,
and carried.
10.4 CITY CLERK BLUNT is recommending conditional approval of an Amend the Premise
license application for Hudy’s Bar located at 2126 E 5th Street (Agent: James Ronning),
for the event “EE FFD” on August 17, 2024, pending police and fire department
approvals.

MOTION to approve by Councilor Moffat, was seconded by Councilor Sweeney,
and carried.
10.5 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of R24-13803, a
resolution setting a Public Hearing of the Common Council on August 20, 2024, at 6:30
p.m. in Government Center, Room 201, to notify the public of improvements and solicit
public feedback for the R.I. Bong Memorial Airport and request of State and Federal
funding by petition to the Wisconsin Bureau of Aeronautics.
MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and
carried.
10.6 PUBLIC WORKS DIRECTOR JANIGO is recommending approval of O24-4356, an
ordinance amending City Code Chapter 112, Traffic Code, Article III Parking, Schedule
J, Disabled Parking Zones, Add Disabled Parking signage at 1117 Harrison Street (both
sides).
MOTION to approve by Councilor Ludwig, was seconded by Councilor Elm, and
carried.
10.7 BROADBAND MANAGER BECKEN is recommending approval to waive the bidding
requirements and approve two (2) - three-year agreements with Mobile Communications
America, Inc. (MCA, Inc.), formerly Lightspeed Technology, Inc., for ConnectSuperior
network hardware, software, and installation services in the amount of $638,079.98.
MOTION to approve by Councilor Elm, was seconded by Councilor Moffat, and
carried.
11. BUSINESS BY PUBLIC
11.1 Two members of the public spoke:
John Ramos – spoke regarding Tourism Development Commission and Council
proceedings.
John Adams – Introduced himself as running for State legislature.
