MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and
carried.

5.1. ENVIRONMENTAL SERVICES DIVISION OF PUBLIC WORKS WATER
RESOURCE PROGRAM COORDINATOR DEGUIRE is submitting the draft 2024
MS4 Annual Report and supplementary documents.
5.2. FINANCE DIRECTOR RHINEHART submitting Investment Summary for RBC
Wealth Management and Local Government Investment Pool Department of
Administration for the Quarter ending December 31, 2024.

RECOMMENDATIONS:
7.3.1. Approve the Golf Lift Capital Purchase for the Nemadji Golf Course in the
amount of $10,750 with an installation and certification fee of $2,000.
MOTION to approve by Councilor Elm, was seconded by Councilor
Graskey, and carried.
7.4. Licenses and Fees Committee (No meeting to report)
7.5. Public Safety Committee (Meeting held February 20, 2025)
Report from Councilor Ledin.
RECOMMENDATIONS:
7.5.1. Approve of O25-4379, an ordinance amending City Code Chapter 112, Traffic
Code, Schedule G, Section 1, No Night Parking. Remove both sides of E 5th St
from 23rd Ave E to 24th Ave E.
MOTION to approve by Councilor Ledin, was seconded by Councilor
Johnson, and carried.
7.5.2. Approve of O25-4380, an ordinance amending City Code Chapter 112, Traffic
Code, Article VII Parking; Schedule A, Stop-Section 1 Four-Way Stops. Add
22nd Ave E and E 10th St (N/S).
MOTION to approve by Councilor Ledin, was seconded by Councilor
Elm, and carried.
7.5.3. Approve the agreement between the City of Superior and Donald Holm
Construction Co., Inc. for the Internet Crimes Against Children (ICAC) office
remodel construction project in the amount of $28,300.00.
MOTION to refer back to Public Safety Committee by Councilor Ledin,
was seconded by Councilor Johnson, and carried.

8.1.1.1. Approve a Small Business Grant application and development
agreement for Love Creamery, LLC doing business at 2704 N
21st Street for expenses including roof replacement in the amount

MOTION to approve by Councilor Herrick, was seconded by
Councilor Johnson, and carried.
8.1.2. Communications and Information Technology Committee (Meeting
held February 24, 2025)

RECOMMENDATIONS:
8.1.2.1. Approve entering into a 2-year Wholesale Broadband Service
Agreement with Duluthian Networks, LLC.
8.1.2.2. Approve the Annual Budget and setting the wholesale rates of
service to internet service providers (ISPs).
MOTION to refer both items back to Communications and
Information Technology Committee by Councilor Elm, was
seconded by Councilor Ludwig, and carried.

10.1. CITY CLERK BLUNT recommends approval of miscellaneous licenses.
MOTION to approve by Councilor Herrick, was seconded by Councilor Ledin,
and carried.
10.2. COMMUNITY DEVELOPMENT MANAGER ANDERSON recommends approval
of R25-13828, a resolution setting a public hearing on April 15, 2025, for the 2024
Consolidated Annual Performance and Evaluation Report (CAPER).
MOTION to approve by Councilor Moffat, was seconded by Councilor Elm, and
carried.

10.3. PLANNING, ECONOMIC DEVELOPMENT AND PORT DIRECTOR SERCK
recommends awarding the agreement to develop the City of Superior’s 2026-2030
Consolidated Plan to Resource Consultants.
MOTION to approve by Councilor Herrick, was seconded by Councilor Moffat,
and carried.
10.4. CITY CLERK BLUNT recommends approval of a request to enlarge the licensed
premises for Kwik Trip #267, located at 2128 E 2nd Street, for the current license
period ending on June 30, 2025.
MOTION to approve by Councilor Fennessey, was seconded by Councilor
Moffat, and carried.
10.5. CITY CLERK BLUNT recommends approval of an amendment to the Public Records
Official Notice and Policy.
MOTION to approve by Councilor Fennessey, was seconded by Councilor
Moffat, and carried.
11. BUSINESS BY PUBLIC
11.1. Jeff Monaghan spoke advocating for removal of the iron ore bridge from the St.
Louis River.
11.2. John Ramos spoke regarding the Tourism Development Committee.
