PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING CITY OF SUPERIOR, WISCONSIN June 3, 2025 at 6:30 p.m. Government Center, Board Room 201, 1316 N 14th Street, Superior, WI 54880 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Sarah Anderson, Garner Moffat, Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey – 10 Virtual: Absent: Also Present: Mayor Paine, City Attorney Prell (Virtual), City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARINGS 4. APPROVAL OF MINUTES 4.1. May 20, 2025 – Regular Council Meeting MOTION TO APPROVE, by Vice President Herrick, was seconded by Councilor Elm and carried. 5. CORRESPONDENCE TO BE FILED 6. MAYOR’S REPORT 6.1. Report from Mayor Paine 6.2. Recommending confirmation of Colin Payton to the City Assessor position effective February 4, 2025. MOTION TO APPROVE, by Councilor Fennessey, was seconded by President Graskey and carried. 7. STANDING COMMITTEE REPORTS 7.1. Human Resources Committee (Meeting held May 19, 2025) Report from Councilor Sweeney. RECOMMENDATIONS: 7.1.1. Request to approve a Student Worker position in the Finance Department for the summer of 2025. 1 Regular Council Meeting June 3, 2025 MOTION TO APPROVE, by President Graskey, was seconded by Vice President Moffat and carried. 7.2. Public Works Committee (No meeting to report) 7.3. Finance Committee (Meeting held May 27, 2025) Report from Councilor Sweeney. RECOMMENDATIONS: 7.3.1. Approve the City of Superior assuming full operations of Fairlawn Mansion & Museum, the Old Firehouse & Police Museum, and the Whaleback Ship Museum. MOTION TO APPROVE, by Councilor Elm, was seconded by Vice President Moffat. There was no objection to allowing public comment. MOTION TO EXTEND time for all public comment to 5 minutes, by Councilor Fennessey, was seconded by Councilor Elm and carried. Suzanne Prochazka – against Katelyn Baumann – against Irene Ryder – against Alyssa Ryder – against Valerie Burke – against Susie Betz – against Dr. Robert Jan Quené – in favor Brian Finstad – in favor Louis “Sean” Tennerelli – against Suzie Olson – against Bella Olson – against Spencer Miller – against Martin Karpa – supports what is best for the museums MOTION TO POSTPONE to the next Council meeting, by President Graskey, was seconded by Councilor Sweeney and carried via voice vote. 7.4. Licenses and Fees Committee (No meeting to report) 7.5. Public Safety Committee (Meeting held May 15, 2025) Report from Councilor Elm. RECOMMENDATIONS: 7.5.1. Approve O25-4389, an ordinance amending City Code Chapter 112, Traffic Code, Schedule A, Stops, to change 20th Avenue East at East 10th Street from 2 Regular Council Meeting June 3, 2025 two-way stop to a four-way stop. MOTION TO APPROVE, by Vice President Herrick, was seconded by Councilor Johnson and carried. 7.5.2. Approve O25-4390, an ordinance amending City Code Chapter 112, Traffic Code, Schedule A, Stops, Section 3, One and Two Way Stops, to add Cumming Avenue at North 13th Street. MOTION TO APPROVE, by Councilor Elm, was seconded by President Graskey and carried. 7.6. Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1. REPORTS WITH RECOMMENDATIONS 8.1.1. Parks & Recreation Commission (Meeting held May 22, 2025) Report from Councilor Ledin. RECOMMENDATIONS: 8.1.1.1 Approve the 2025 Parks Capital Improvement Projects. MOTION TO APPROVE, by Councilor Ledin, was seconded by Councilor Ludwig and carried. 8.2. REPORTS SANS RECOMMENDATIONS 8.2.1. Historic Preservation Committee (Meeting held April 30, 2025) Report from the Chair. 8.2.2. Police and Fire Commission (Meeting held May 14, 2025) Report from the Chair. 9. OLD BUSINESS 10. NEW BUSINESS 10.1. CITY CLERK BLUNT is recommending approval of the following Request for Unlimited Transfer of Full-Service Retail Outlet for the on-premise consumption of beer by Producer Earth Rider Brewing for the events: 10.1.1. “Superior Choice Credit Union Block Party’ on June 26, 2025 10.1.2. “Superior 4th of July Celebration” on July 4, 2025 10.1.3. “Bayside Sound Concerts” on July 9, 16, 23, 30, and August 6, 13, 20, 27, 2025 MOTION TO APPROVE, by Councilor Ledin, was seconded by Vice President Herrick and carried. 3 Regular Council Meeting June 3, 2025 10.2. CITY CLERK BLUNT recommending approval of the Preliminary 2025-2026 Report of Renewing Retail Alcohol Beverage Licensing. MOTION TO APPROVE, by Vice President Herrick, was seconded by Councilor Anderson and carried. 11.
