PROCEEDINGS OF THE REGULAR COMMON COUNCIL MEETING CITY OF SUPERIOR, WISCONSIN August 5, 2025 at 6:30 p.m. Government Center, Board Room 201, 1316 N 14th Street, Superior, WI 54880 1. PLEDGE OF ALLEGIANCE Present: Nick Ledin, Sarah Anderson, Garner Moffat, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey – 9 Virtual: Absent: Jack Sweeney - 1 Also Present: Mayor Paine, City Clerk Blunt, Deputy City Clerk Bacon 2. ROLL CALL 3. PRESENTATIONS AND PUBLIC HEARINGS 4. APPROVAL OF MINUTES 4.1. July 15, 2025 – Regular Council Meeting MOTION TO APPROVE by Councilor Johnson, was seconded by Councilor Fennessey, and carried. 5. CORRESPONDENCE TO BE FILED 6. MAYOR’S REPORT 6.1. Report from Mayor Paine 6.2. MAYOR PAINE recommends confirmation of Jordan Stish as Museum Manager, and temporary wage recommendation during absence of Museum Director position. There was unanimous consent to move item 6.2 to after item 7.1.4. MOTION TO APPROVE by Councilor Ludwig, was seconded by Councilor Fennessey, and carried. 7. STANDING COMMITTEE REPORTS 7.1. Human Resources Committee (Meeting held July 21, 2025) Report from Vice Chair Graskey. RECOMMENDATIONS: 1 Regular Council Meeting August 5, 2025 7.1.1. Approve job description and pay grade for Historic Properties Tour Guide. MOTION TO APPROVE by Vice President Herrick, was seconded by Councilor Ludwig, and carried. 7.1.2. Approve job description and pay grade for Historic Properties Administrative Assistant. MOTION TO APPROVE by Vice President Herrick, was seconded by Councilor Ledin, and carried. 7.1.3. Approve job description and pay grade for Historic Properties Maintenance Coordinator. MOTION TO APPROVE by Vice President Herrick, was seconded by Councilor Ludwig, and carried. 7.1.4. Approve job description and pay grade for Historic Properties Museum Manager. MOTION TO APPROVE by Vice President Herrick, was seconded by Councilor Ledin, and carried. 7.1.5. Approve job description and pay grade for Historic Properties Tour Guide. Duplicate of item 7.1.1. – see above. 7.2. Public Works Committee (No meeting to report) 7.3. Finance Committee (Meeting held July 22, 2025) Report from Vice Chair Elm. 7.4. Licenses and Fees Committee (Meeting held July 14, 2025) Report from Councilor Fennessey. RECOMMENDATIONS: 7.4.1. Approve O25-4396, an ordinance amending Chapter 14 – Alcohol Beverages, article III – Issuance and renewal, Sec. 14-52 – Common council action required to issue or renew license, to establish a process for state licensed producers Requests for Full-Service Retail Sales at Fixed Off-Site Retail Outlets and Full-Service Retail Sales at an Unlimited Transfer Off-Site Retail Outlets. MOTION TO APPROVE by Councilor Ludwig, was seconded by Councilor Fennessey, and carried. 7.5. Public Safety Committee (Meeting held July 17, 2025) Report from Councilor Elm. Item was taken out of order and reported on after item 8.1. 2 Regular Council Meeting August 5, 2025 7.6. Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1. REPORTS WITH RECOMMENDATIONS 8.1.1. Urban Forestry Tree Board (Meeting held July 17, 2025) Report from Councilor Ludwig. RECOMMENDATIONS: 8.1.1.1. Approve O25-4397, an ordinance amending Chapter 86 – Offenses and miscellaneous provisions, Article III – Weapons, Division 2 – Archery hunting, to broaden the scope of hunting regulations to include additional game and permit hunting on private properties under certain conditions. MOTION TO APPROVE by Councilor Ludwig, was seconded by Councilor Fennessey, and carried. 8.1.2. Redevelopment Authority (Meeting held July 28, 2025) Report from Councilor Herrick. RECOMMENDATIONS: 8.1.2.1. Approve R25-13835, a resolution identifying blighted property and providing approval to the redevelopment authority of the City of Superior, Wisconsin to assist in the private acquisition, improvement and development of blighted property. There was no objection to allowing Chris Kari to present his project. MOTION TO APPROVE by Councilor Fennessey, was seconded by Councilor Elm, and carried. 8.1.2.2. Approve R25-13836, a resolution providing for contribution payments by the city in connection with tax increment grants in the maximum amount of $678,500 in connection with the Bridge View Properties, LLC project and approving related documents and transactions. MOTION TO APPROVE by Vice President Herrick, was seconded by Councilor Elm, and carried. 8.2. REPORTS SANS RECOMMENDATIONS 3 Regular Council Meeting August 5, 2025 8.2.1. Plan Commission (Special Meeting held July 29, 2025) No report from the Chair. 9. OLD BUSINESS 10. NEW BUSINESS 10.1. CITY CLERK BLUNT recommends approval of miscellaneous licenses pending department approvals. MOTION TO APPROVE by Councilor Ledin, was seconded by President Graskey, and carried. 10.2. CITY CLERK BLUNT recommends approval of Amend the Premise for a Special Event licensing for: 10.2.1. The Superior Flame LLC, located at 1612 Tower Avenue, for the event “D.S. Pride Block Party” on August 30 and 31, 2025. 10.2.2. Pudges Tavern, LLC, located at 2223 E 5th Street, for the event “East End Days” on August 16, 2025. 10.2.3. Main Club, located at 1217 Tower Avenue, for the event “Pride Weekend” on August 29 through September 1, 2025. MOTION TO APPROVE by Councilor Johnson, was seconded by Councilor Ledin, and carried. 10.3. CITY CLERK BLUNT recommends approval of Temporary Alcohol Beverage licensing for: 10.3.1. Rotary Club of Superior for the event “Lake Superior Dragon Boat Festival” located on Barker’s Island Festival Park on August 22 and 23, 2025 requesting Temporary “Class B” Wine and Temporary Class “B” Beer. 10.3.2. Earth Rider Brewing for the event: “Bayside Sound Concerts” on September 3, 2025 requesting Unlimited Transfer of Full-Service Retail Outlet for the on-premise consumption of beer. MOTION TO APPROVE by Councilor Herrick, was seconded by President Graskey, and carried. 10.4. MOTION TO AMEND minutes from July 15 to reflect Vice President Herrick’s attendance in person and Councilor Johnson’s attendance virtually during closed session. 11.
