The meeting of the Festival Committee was called to order at 5:02 pm.

The committee discussed the sponsorship application submitted by East End Family Fun Days
Committee.
MOTION by Farmakes, seconded by Sutherland and carried, to approve the sponsorship for
$800. Abstained: Lindsey Graskey.
2.2. Superior Spooktacular Parade
The committee discussed the sponsorship application submitted by Sterling Silver Studio.
MOTION by Sutherland, seconded by Hamilton and carried, to approve the sponsorship for
$800.
2.3. North End Nightmare 5K
The committee discussed the sponsorship application submitted by Grandma’s Marathon-Duluth, Inc.
MOTION by Urban, seconded by Sutherland and carried, to approve the sponsorship for
$1,000.
3. Lake Superior Ice Festival budget
Director Cadotte gave an overview the budget submitted for the Lake Superior Ice Festival 2022 for
the committee. She explained how the budget for the event works, wherein many organizations cover
the cost for their own portion of the event and the city’s main expenses are the marketing, fireworks,
and ice sculptures. The committee discussed the marketing efforts and contracting for those services.
MOTION by Sutherland, seconded by Urban and carried, to approve the Lake Superior Ice
Festival budget at the proposed $46,000 amount and send to Finance Committee. Abstained:
Nikky Farmakes.

Please share your organization/group’s mission: Sterling Silver Studio is a performing arts organization located in
Superior, WI since 1991. Our mission is to use the arts as a tool to
educate, boost morale, build community, and foster creative
economic workforce & community development.
Please share mission/objective of the event: The Superior Spooktacular Parade is an event that has taken place in Superior's North End since 2015. The parade
was originally developed in partnership with the Superior BID's former CEO, Kay Tenerelli to promote the Business
Improvement District and the businesses within. Since the beginning, the parade has been sponsored, organized, and
directed by Sterling Silver Studio with help from the PASS Foundation. The Superior Spooktacular is no longer a BID
exclusive event, and has expanded to be inclusive of organizations throughout the City of Superior and surrounding
areas. The purpose of continuing the parade each year is to bring a Halloween themed event to Superior for citizens
to enjoy.
Describe the event: Over the years, Sterling Silver Studio has worked alongside other event coordinators/organizations that
oversee other activities that make up the Superior Spooktacular including but not limited to: Superior
Business Improvement District, Superior Activities, Goin' Postal, Salvation Army, and Grandma's Marathon.
Although these organizations work separately on various aspects of the weekend's events, we collaborate
to develop dates, timelines, marketing, and activities that come together to form the "Superior Spooktacular".

Does your organization conduct fundraisers? If yes, please describe your fundraising activities for the last
year, funds raised and your fundraising goals for this year.
Superior Activities is a 501c3 that took over the "Umbrella" of the Superior Spooktacular that used to be the BID. This
organzation has conducted fundraisers in the past to help fund the various aspects of the Spooktacular including the
parade, drive-in movie, carnival, and more. This year, Superior Activities has not conducted any fundraisers, and has
shifted the focus of the organization to serving solely as a marketing partner for all other organizations that make up the
weekend activities that fall under the Superior Spooktacular Umbrella.
List any other sponsorships and amounts received by your organization last year, along with any grants that
you anticipate receiving this year:
In 2020, the Superior Spooktacular Parade did not take place due to COVID-19. Superior Activities, the 501c3 mentioned above, did
recieve a grant from the City of Superior to assist with activities that were able to still be held such as the Goin' Postal Art and Music
Festival, North End Nightmare 5K, and the Haunt Your House event that was new in 2020. As of 2021, all of these events are still
collaborating, but working independently on events, permits and funding.
The parade will receive financial and volunteer support from Sterling Silver Studio in 2021.
Does your organization charge a registration fee for your program/event? Please indicate the amount of the
fee(s). What does your organization do to help offset fees for participants that might not be able to afford
the fees?
There is a parade entry fee of $25 per unit to help offset the cost of the parade.
What does your organization do to promote overnight stays and tourism for this event (if applicable)?
In addition to the Superior Spooktacular Parade, Sterling Silver Studio hosts the Haunt Your House event that was
founded in 2020.
As a collaborator with Grandma's Marathon's North End Nightmare, Goin' Postal Art and Music Festival, Superior Elk's
Drive-In Movie, we are working as part of a larger group to promote tourism and over night stays in Superior.
Please describe any sales, advertising, and promotions you will conduct before and at the event:
As a collaborator with the organizations mentioned above, and Superior Activities, we will be
participating in purchased television advertising with FOX 21, live television promotions with FOX 21
and other stations as requested, printed posters, and social media. All of the organizations
cross-promote to help build the event as a whole.
How does your event incorporate community equity and inclusivity?
This parade provides recreational and promotional opportunities for community organizations such as Twin Ports
Rampage, Twin Ports Gymnastics, Just for Kix, Border Town Betties, Superior LaCrosse, Boy Scouts, Lake Superior Ice
Festival, and many other local youth and adult groups, both non-profit and commercial. The Superior Spooktacular
Parade has developed and facilitated a philosophy that demonstrates respect for and appreciation of differences in
ethnicity, gender, age, national origin, disability, sexual orientation, education, and religion. Inclusivity is practiced in all
of Sterling Silver Studio's programming and events, the Superior Spooktacular Parade included.

How does your event incorporate technology?
Groups and organizations register for the parade via digital registration. Social Media and digital
marketing are used to promote the events.
How does your event incorporate sustainability?
The Superior Spooktacular parade has gone paperless, accepting digital registration only.
What does your event do to enhance the quality of life in our community?
The Superior Spooktacular Parade brings people together in our community to celebrate Halloween
and the fall season. It provides recreational opportunities for youth and adult groups and civic clubs,
and it provides community engagement and promotional opportunities for local businesses.

One time event. The Superior Spooktacular Parade will take place on Saturday, October 30, 2021.
One of the primary goals of the Festival Committee is to support events with operational/logistical costs.
What operational and/or logistical costs would this sponsorship be used for, if any? (e.g. electricity,
fees/permits, barricades, auxiliary police, etc.)
Parade permit fees total $455.00
What other costs would this sponsorship be used for, if any?
Portable Toilets: 4 total. 2 located near the line-up area/beginning of route on on 14th and Ogden, 2 near the end of the
route/Salvation Army on Broadway and Hughitt.

The additional $285 of the request would help offset the cost of volunteer shirts that will help spectators identify
volunteers that they can contact at the event with questions/concerns/need for assistance. The cost of the volunteer
shirts is included in the $700 supplies category on page 5. Volunteer shirts are estimated to cost $450 total.

Has this event received a sponsorship from the City of Superior in previous years? Describe how the

Superior Activites has received funds from the City of Superior in previous years, and has used a
portion of the funds to help offset the cost of producing the parade. This is the first year that Sterling
Silver Studio has directly requested funds to assist with the parade.
How was the City of Superior recognized for its sponsorship in previous years (if applicable)? Please provide
examples (pictures of t-shirts, banners, signs, radio scripts, social media posts, etc.).
In previous years, the City of Superior has been recognized on all printed promotional materials including posters and
banners, has been mentioned in all live television interviews and pre-recorded commercials, and has been recognized
on Social Media. I (Carolyn Nelson-Kavajecz) have been the person that has conducted live television interviews and
pre-recorded interviews with all of the Duluth Television Stations regarding the Superior Spooktacular for the past 5+
years, (2020 included every news station in Duluth) and personally made sure that the city was recognized as a sponsor.
If you received a sponsorship from the City of Superior last year and were not able to use it all due to
COVID, how do you plan to use that money along with a potential sponsorship for 2021?
All of the funds that Superior Activities received in 2020 to help with the Superior Spooktacular
event as a whole, were distributed to cover signs and prizes for the Haunt Your House event,
Grandma's Marathon Permit Fees, and to help cover staging and sound for the Goin' Postal outdoor
music festival.
How will your organization recognize the City of Superior as a sponsor this year if funds are received? (i.e.
City logo on flyers, verbal recognition at events, banners, etc.)
The city logo will be on posters, social media, and printed on the parade volunteer shirts. In
addition, the City of Superior will be mentioned as a sponsor in all television interviews and
advertisements.

CITY OF SUPERIOR SPECIAL EVENT PERMIT INSTRUCTIONS
Please use the following as a guide to make sure your permit is complete. NOTE: This permit, along
with insurance information and fees, must be returned to Parks and Recreation a minimum of 30
days before your event. No fees will be waived. Sponsorship by the City may be requested.
Insurance may be submitted no later than 2 weeks from event date if application is completed in its
entirety.
A Certificate of Insurance is required by the City for every event and MUST list the event and
date and have the City listed as Additional Insured (not just Certificate Holder). SEE
SAMPLE PROVIDED. Please contact Parks & Recreation if you have questions about obtaining
special event insurance.
A $25 nonrefundable processing fee must accompany our permit. In addition, fees for other City
services (see Page 2) are required at the same time. Please make check payable to "CITY
TREASURER." You may also pay with cash or money order.

I also agree that I will save and indemnify and hold harmless the City, its supervisors, and employees against all
liabilities, judgments, costs, and expenses, including the claims of any third party, which may come against the City
for granting this application, or which may in any way result from the carelessness or neglect of the applicant, or
his/her members, guests, employees, or other persons or entities under contract with the applicant.

Superior Spooktacular Parade 2021
The Superior Spooktacular Parade is an event that has taken place in Superior’s North End since 2015.

aspects of the weekend’s events, we collaborate to develop dates, timelines, marketing, and activities
that come together to form the “Superior Spooktacular”.
Date: Saturday, October 30, 2021
Proposed Parade Route (Please see map of proposed parade route).
Line-Up:
Parade participants will line up on 14th Street between Hughitt Avenue and Ogden Avenue facing West
on 14th Street. Participants will be directed to enter the line-up area via Hughitt Avenue either from the
North or South. There will be a check in area at the intersection of Hughitt Avenue and 14th Street to
help guide the parade units to their line-up positions.
Parade Route:
The parade will head North on Ogden Avenue to Broadway Street (4 blocks). The parade will head East
on Broadway Street and end at the intersection of Hughitt Avenue and Broadway Street (2 blocks). Units
will be directed to head North on Hughitt Avenue to exit the parade route. Please note: The direction of
the exit of the route is flexible. Units could be directed to continue East on Broadway to exit on
Hammond or to turn right and exit South on Hughitt Avenue if necessary.
Timeline:
Volunteers will arrive and start to set up the line-up area with check in station, unit numbers, barricades
in line-up area at 12:00 pm.
Parade units will be instructed to enter the line-up area (14th Street from Hughitt to Ogden) at 1:00 pm.
Volunteers will begin to set up barricades along the parade route at 1:00 pm.
Parade will begin at 2:00 pm and end no later than 3:00 pm.
Once the final unit has exited the parade route, volunteers will immediately break down barricades, for
a proposed complete time including clean up at or before 4:00 pm.
Volunteers:
Sterling Silver Studio will have 25 adult volunteers from Sterling Silver Studio and the PASS Foundation
to set-up, clean up, manage intersections, and help with line-up and traffic flow of the parade. If the
number of unit participants increases from previous years, we will recruit additional volunteers.
Auxiliary Police:
If members of the Auxiliary Police are available to provide support for traffic and pedestrian control, we
would welcome the additional assistance. jagob@ci.superior.wi.us and poskozima@ci.superior.wi.us
have been sent copies of this parade proposal.
Insurance:
Mark Connolly from Field-Connolly Insurance will be sending a certificate of insurance to the City of
Superior naming the City as an additional insured for the parade.
Portable Toilets:
We are proposing two portable toilets be placed near the line-up area at 14th and Ogden and two
portable toilets to be placed near the end of the parade route at Broadway and Hughitt for a total of 4
portable Toilets. If additional portable toilets are needed along the route as per suggestion of the City of
Superior, we will add more.
Trash Cans:
We have requested 10 trash cans, which would cover one for each city block that the parade will take
place (2 line-up, 6 route) and two additional cans that may be placed in higher traffic areas (near the end
of the route where the Salvation army may have events in their parking lot). If the city would like us to
have more cans, we will request more. There are not any scheduled food vendors in direct relation to
the parade. The Salvation Army may sell food in their parking lot as a fund-raiser, which is why we
considered additional cans near the end of the route.

Proposed barricade locations:
2 Intersection of Hughitt and 14th Street blocking the entry to 14th Street from Hughitt Ave. (This is
where the participant check in area will be located).
2 Alley between John and Hughitt, blocking traffic on North and South sides of 14th Street at alley to
prevent traffic from crossing 14th street during the line-up.
4 Intersection of John and 14th Street, blocking traffic on North and South sides of 14th Street at John
Ave. to prevent traffic from crossing 14th street during the line-up.
2 Alley between John and Ogden, blocking traffic on North and South sides of 14th Street at alley to
prevent traffic from crossing 14th street during the line-up.
4 Intersection of Ogden and 14th Street. At 12:00 barricades will block entrance to 14th Street only to
prevent traffic from driving through the line-up area. At 1:00 barricades will block Ogden Avenue to
prevent traffic from driving through the parade route from 14th and Ogden to Ogden and Broadway.
4 Intersection of Ogden and 13th Street, blocking traffic on East and West sides of Ogden Avenue at 13th
Street to prevent traffic from crossing Ogden during the parade.
4 Intersection of Ogden and 12th Street, blocking traffic on East and West sides of Ogden Avenue at 12th
Street to prevent traffic from crossing Ogden during the parade.
4 Intersection of Ogden and 11th Street, blocking traffic on East and West sides of Ogden Avenue at 11th
Street to prevent traffic from crossing Ogden during the parade.
2 Alley between 11th Street and Broadway, blocking traffic on East and West sides of Ogden Avenue at
the Alley to prevent traffic from crossing Ogden during the parade.
6 Intersection of Broadway and Ogden to block traffic East bound on Broadway from crossing Ogden and
traffic South bound on Ogden from crossing Broadway during the parade.
4 Intersection of John and Broadway, blocking traffic on North and South sides of Broadway at John Ave.
to prevent traffic from crossing Broadway Street during the parade.
8 Intersection of Hughitt and Broadway Street to block traffic West bound on Broadway, and traffic
North and South bound on Hughitt from crossing the intersection where the parade concludes.
