NOTE: No quorum was met so no official action was taken. 1. Roll Call Members present: Nikky Farmakes, Carolyn Nelson-Kavajecz, Lindsey Graskey, Craig Sutherland (virtual) Others present: Linda Cadotte, Nick Raverty 2. Approve September 8 meeting minutes 3. Approve September 12 special meeting minutes 4. Lake Superior Ice Festival update New character costumes are showing up. Many of the ice sculptures are slots are being purchased by businesses, and will still have some available for the event and trivia. Cenovus’ and Enbridge’s sculptures will be on the island. Thirsty Pagan will have a presence on the island this year – more details on in what capacity. Ice instruments are coming slower than expected, but still planned to be ready for the event. Kid Zone is on track. Races will take place as will pond hockey. Potentially adding events on Friday night (many interested in participating). Bong Center will have treats and crafts, Fairlawn will have snow creations, B.I. Inn will have a craft show. Spirit Room will be hosting an ice bar on their patio. Working with Town Square Media on radio coverage and web footprint, WDIO will be a partner for TV coverage, also partnering with Destination Duluth. Meeting with Tourism Development Fund to discuss marketing grant. 5. Fireworks contract update Director Cadotte informed the committee the fireworks agreement for $40,000 ($36k for 4th of July, $6k for Ice Festival) will be going to council for approval Tuesday, November 16, 2021. 6. Discuss funding strategy/ideas for 2022 The committee discussed accountability for marketing materials that are contingent on sponsorship. The committee will consider some of the following modifications moving forward:  Checking for all events that have been sponsored and being more diligent in the application review process.  Include in award letter that examples for that event of logo representation need to be provided.  Being more diligent on asking applicants for proof of previous logo representation.  Potentially adding a virtual drop box to provide proof of marketing materials.  More prominent deadline enforcement. The City will promote via Positively Superior in April/May article. 7. Set next meeting date and time Next meeting will be in January. A doodle poll will be sent in December. Roll Call 2. Approve August 11 meeting minutes MOTION by Farmakes, second by Graskey and carried, to approve. 3. Sponsorship Applications 3.1. Lake Superior Disc Golf Open – $445 MOTION by Farmakes, seconded by Graskey and carried, to approve the sponsorship at $500. 3.2. East End Family Fun Days – $800 MOTION by Farmakes, seconded by Graskey and carried, to approve holding a special committee meeting to address item 3.2 and 4. 3.3. CASDA Domestic Violence Awareness – no amount included MOTION by Farmakes, seconded by Graskey and carried, to approve the sponsorship at $250. 4. Lake Superior Ice Festival budget 5. Fireworks contract Director Cadotte explained the fireworks company we typically contract with will not do a multi-year deal, but will do a contract for 2021. They will not commit to a multi-year contract due to the current fireworks industry market. The committee discussed using $35,000 for 4th of July fireworks, which is allocated in the Parks, Recreation and Forestry department budget, then additional festival committee funds for the Lake Superior Ice Festival. Nick Raverty gave a quick update on the proposed 2022 budget and informed the committee the mayor proposed $70,000 for the committee in funding. The committee asked Director Cadotte to negotiate with $35,000 for 4th of July fireworks and they will discuss ice festival within that event budget at a future meeting. c: City Clerk’s Office Public Access – via e-mail 6. Future agenda items The committee asked for item 3.2 and 4 from this agenda be considered at the special meeting along with any additional sponsorship applications that come in before the agenda is posted. 7. Roll Call Members Present: Nikky Farmakes, Julie Urban, Lindsey Jacobson, Lindsey Graskey, Craig Sutherland, and Gavin Hamilton Members Excused: Carolyn Nelson-Kavajecz 2. Sponsorship Applications 2.1. East End Family Fun Days The committee discussed the sponsorship application submitted by East End Family Fun Days Committee. MOTION by Farmakes, seconded by Sutherland and carried, to approve the sponsorship for $800. Abstained: Lindsey Graskey. 2.2. Superior Spooktacular Parade The committee discussed the sponsorship application submitted by Sterling Silver Studio. MOTION by Sutherland, seconded by Hamilton and carried, to approve the sponsorship for $800. 2.3. North End Nightmare 5K The committee discussed the sponsorship application submitted by Grandma’s Marathon-Duluth, Inc. MOTION by Urban, seconded by Sutherland and carried, to approve the sponsorship for $1,000. 3. Lake Superior Ice Festival budget Director Cadotte gave an overview the budget submitted for the Lake Superior Ice Festival 2022 for the committee. She explained how the budget for the event works, wherein many organizations cover the cost for their own portion of the event and the city’s main expenses are the marketing, fireworks, and ice sculptures. The committee discussed the marketing efforts and contracting for those services. MOTION by Sutherland, seconded by Urban and carried, to approve the Lake Superior Ice Festival budget at the proposed $46,000 amount and send to Finance Committee. Abstained: Nikky Farmakes. The meeting was adjourned at 6:01 pm.
