Roll Call Members Present: Nikky Farmakes, Carolyn Nelson-Kavajecz (Chair), Lindsey Jacobson, Lindsey Graskey, Rob Pierce, Julie Urban Members Excused: Julie Urban 2. Approval of January 4th Minutes MOTION by Graskey, seconded by Farmakes and carried to approve. 3. SPONSORSHIP APPLICATIONS 3.1 Lake Superior National Water Trail MOTION by Farmkes, seconded by Graskey to hold until next scheduled meeting to get more clarification as to why this application was routed to festival committee as not for a specific event. Committee also requests to verify where this has historically been funded from. Motion passed unanimously. 3.2 Juneteenth MOTION by Farmakes, seconded by Urban to approve sponsorship at $1500. Motion passed unanimously. 3.3 4th of July Carshow MOTION by Farmakes, seconded by Jacobson to approve sponsorship at full requested amount of $700. Motion passed unanimously. 3.4 Homegrown Music Festival MOTION by Farmakes, seconded by Urban to approve sponsorship at $1000. Motion passed unanimously. Committee agrees that if festival can show that Superior will be more directly involved in the future, possible that more funds would be made available. Page 1 of 2 4. 2021 carry forward and 2022 budget Chief of Staff Scherf went over and explained budget to committee. Committee asked to get clarification on where Dragon Boats and 4th of July festivities are covered out of. Scherf agrees to bring answers to next scheduled meeting. 5. Future Agenda Items 5.1 Re-Cap of Lake Superior Ice Festival Farmakes give re-cap of festival and explains that Ice Festival continues to grow and is increasingly successful year after year. 6. Please use the following as a guide to make sure your permit is complete. NOTE: This permit, along with insurance information and fees, must be returned to Parks and Recreation a minimum of 60 days before your event. No fees will be waived. Sponsorship by the City may be requested. Insurance may be submitted no later than 2 weeks from event date if application is completed in its entirety.  A Certificate of Insurance is required by the City for every event and MUST list the event and date and have the City listed as Additional Insured (not just Certificate Holder). SEE SAMPLE PROVIDED. Please contact Parks & Recreation if you have questions about obtaining special event insurance.  A $25 nonrefundable processing fee must accompany our permit. Previously, Joel worked in the areas of environmental health, international health, and non-profit strategy and governance. He has co-founded two non-profits, one that has now provided clean water and sanitation to millions of people across Africa, and one that built and operates a regional hospital in rural western Kenya. More recently, he managed strategic planning for a global health non-profit working in over 70 countries worldwide. He also serves as a Senior Associate for Bernuth and Williamson, a consulting firm that specializes in non-profit strategic planning, through which he has worked with numerous non-profits working in health, education, and the arts. Joel holds a B.A. from Dartmouth College and an M.S. from UC Berkeley. Joel lives in Duluth with his wife Emily, sons Espen & Vidar, and dog Squid. Libby Bent, Vice President Libby has loved Lake Superior for over half a century, but since moving to Duluth 5 years ago, the St. Louis River and estuary is her newfound love. She is inspired by all the work that has gone into its cleanup and would like to do her part to see that this investment is protected. She received a PhD in inorganic chemistry from the University of Colorado and has worked as a research chemist for the DuPont company, written a General Chemistry student study guide for McGraw-Hill, taught at the High School and College levels, and developed and performed outreach programs in schools in the Buffalo, NY area. A constant theme has been conveying water's wondrous properties, and highlighting its position as the world's most precious resource. Libby brings her passion, expertise, and love of the St. Louis River to serve on the board. Judy Gibbs Judy is a lifelong environmental educator who helped create Hartley Nature Center and served as Program Director for a decade. Later, she worked ten years with the City of Duluth as Trail and Bikeway Project Coordinator, including work within the St. Louis River Corridor. In that position she helped coordinate the city's land use to help preserve and protect sensitive areas within Duluth's 11,000 acres of green space, and included work on the National Water Trail. Currently on the city's Natural Resource Commission, Judy also serves on the Leadership Team of the Duluth Collaborative Invasive Species Management Area. Those experiences and more have given Judy a great love for the St. Louis River Corridor and surrounding lands. Judy is working on a second book about Duluth's portion of the Superior Hiking Trail after having worked with 750 volunteers to build it. The book details their stories, and of many more, who breathed life into the vision of a trail from the Canadian Border to Wisconsin above Lake Superior and the St. Louis River. Andrea Crouse Andrea B. Crouse, MS is an aquatic ecologist and engaged and active member of the Twin Ports community. After completing her graduate work at the Natural Resources Research Institute she worked at the City of Superior Environmental Services Division of Public Works for 5 years managing the City’s Municipal Separate Storm Sewer System Program. She currently works as the Community Development Manager at Zeitgeist Center For Arts and Community where she is involved in projects supporting active transportation, health equity, and engaging stakeholders in community planning and decision-making processes. Andrea holds certification in Wisconsin as a Soil Erosion Inspector and Wastewater Operator, and in MN as a Construction Site Manager and SWPPP designer. She is co-chair of the Regional Stormwater Protection Team, a collaborative organization of MS4 communities in the region. Andrea served three 3-year terms on the board of the Lake Superior Community Health Center. She is active in local politics, SURJ Northland, and a founding member of the Feminist Action Collective. Courtney Kowalczak Courtney Kowalczak has over twenty years of experience in water resource research and educational outreach. Currently, Courtney is Fond du Lac Tribal & Community College’s Environmental Institute Director where she oversees coordination of research and extension projects between Fond du Lac Tribal & Community College and other partners. These projects include the NASA Gidakiimanaaniwigamig (Our Earth Lodge) STEM Camp: Investigating climate change and its effect on Ojibwe lifeways, EPA Tribal EcoAmbassador Mercury and Dragonfly Research project, and USDA NIFA funded projects such as the St. Louis River – River Watch, Bimaaji’idiwin Ojibwe Garden, Building Capacity in Sustainability, and Thirteen Moons. Courtney graduated from UMD with her B.S. in biology and went back to college for a Masters in Environmental Education. In her career she has worked as a stream ecology researcher at UMD and NRRI, at the non-profit Minnesota Waters, and is now focused on educational outreach at Fond du Lac Tribal and Community College.
