Members Present: Jack Sweeney, Tylor Elm and Keith Kern

Jack Sweeney called the meeting to order at 4:34 p.m. with a quorum present. Attendance was done by
sign in and virtual meeting.
1. Approval of November 10, 2021 Finance Committee meeting minutes.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to approve the November
10, 2021 Finance Committee meeting minutes.
2. Approval of the November 18, 2021 Finance Committee Meeting Minutes.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to approve the November
18, 2021 Finance Committee meeting minutes.
3. Tabled from the November 18, 2021 Finance Committee Meeting – Discussion of the renewal of
the Village of Superior Fire Protection Agreement for 2022.
Discussion ensued regarding the fire protection and the desire to have a representative from the
Village to participate in the agreement conversation. Sweeney is requesting the Village of
Superior bring paperwork/contracts going back as far as possible, their financials for the last three
years and sewage plant information to the committee meeting in January.
Motion was made by Keith Kern, seconded by Tylor Elm and carried to approve the renewal of
the Village of Superior Fire Protection Agreement for 2022 as presented.
4. Request from Director Puetz for approval of the 2022 Economic Development Budget.
Discussion ensued regarding transactions processed within the budget, expenses related to the
fund, salaries paid from the fund and the revolving grant fund which has been administered out of
this budget. Questions arose concerning RFP’s for contracted services that were historically paid
to the BID.
Motion was made by Keith Kern, seconded by Tylor Elm and carried to hold in Committee.
5. Request from Director Puetz for approval of the 2022 Miscellaneous Fund Budgets.
The miscellaneous fund budgets make up all of the other activity in the City that has not already
been included in a different budget. The transactions are usually small, but they are presented in
this budget in order to provide transparency to council and the public. Sweeney would like these
budgets, especially the miscellaneous fund budgets related to the Fire and Police Departments,
presented at the same time as the General Fund Fire and Police budgets.
Motion was made by Jack Sweeney, seconded by Tylor Elm and carried to include the
miscellaneous fund budget information at the same time as the General Fund Fire and Police
budgets are presented.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to approve the 2022
Miscellaneous Fund Budgets.
6. Request from Director Puetz for approval of Amendment III to the UWS Intern Agreement.
Puetz presented an amendment to the UWS intern agreement for a 3 year extension. Sweeney
questioned the stipends paid to interns and if the City should continue paying them. Sweeney
would like to invite a wellness committee representative to the January Finance Committee for
further discussion.
Motion was made by Tylor Elm, seconded by Keith Kern to approve the Amendment III to the
UWS Intern Agreement.
7. Golf Course Financials – receive and file.
Sweeney informed the committee that the simulator will not be available until the fall of 2022.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to receive and file the Golf
Course Financials.
8. Review November, 2021 check register – receive and file.
Motion was made by Keith Kern, seconded by Tylor Elm and carried to receive and file the
November, 2021 check register.
9. Review General Fund Financial Statements – 2021 Expenditure vs. Budget Analysis as of
November 30, 2021 – receive and file.
Puetz indicated the general fund is trending normally.
Motion was made by Keith Kern, seconded by Tylor Elm and carried to receive and file the
General Fund Financial Statements – 2021 Expenditure vs. Budget Analysis as of November 30,
2021.
10. General Financial Overview
a. General updates.
1. The budgets that have gone to Council have been approved.
2. The Historical Society grant will be paid out in January, 2022.
b. Update on top 3 financial concerns or updates.
1. The tax bills will go out next week.
11. Other financial matters.
12. Agenda items for next month.
a. Invitation to Village of Superior to discuss Fire Protection Agreement.
b. Discussions on Self-Funded Workers Compensation - internal findings.
Having no other business, the Finance Committee meeting adjourned at 5:37 p.m.
