SPECIAL FINANCE COMMITTEE Meeting Minutes December 06, 2022 Regular Meeting The meeting was called to order by Chair Sweeney at 4:31 pm on December 06,2022 in Government Center Room 217. 1 ROLL CALL PRESENT: Jack Sweeney, Tylor Elm and Mike Herrick VIRTUAL: ABSENT: Jenny Van Sickle CITY STAFF PRESENT: Nick Rhinehart, Deb Kamunen, Jean Dotterwick and Linda Cadotte OTHERS PRESENT: Barb Hoag, Tom Beaudry, Jon Cheshire and Vincent Dodge 2 REQUEST FOR APPROVAL OF THE 2023 GOLF COURSE BUDGET AND SEASON RATES. Tom Beaudry, General Manager gave a brief overview of 2022 at Nemadji Golf Course. He spoke of the increase in rounds, winning the Duluth News Tribune’s best of the best for the third straight year, capital projects, earning certification through the Minnesota PGA and starting a PGA HOPE chapter and challenges in the restaurant service. He also spoke of revenue increase in the golf shop, carts and food and beverages and increases in payroll, cost of goods and operating expenses. A question and answer period followed. Sweeney requested adding a line item for the simulator. Motion was made by Tylor Elm, seconded by Mike Herrick and carried to approve the 2023 Golf Course Budget and season rates. 3 REQUEST FOR APPROVAL OF THE 2023 INFORMATION TECHNOLOGY BUDGET. Deb Kamunen, Acting Finance Director mentioned an error that was brought to her attention on the Information Technology Budget concerning the 2023 general fund that was passed. There was an reduction of $13,099 approved at the November 1, 2022 City Council Meeting, so the Information Technology Budget Revenue Line Item 801-0000-474.10-00/Local Departments/Chg for SVCS- General Fund should be reduced by $13,099 from $746,993 to $733,894. Motion was made by Tylor Elm, seconded by Mike Herrick and carried to amend the 2023 Information Technology Budget from $746,993 to $733,894 which is a reduction of $13,099. A question and answer period followed concerning the 2023 budgeted revenue and expenses for the information technology budget.
