FINANCE COMMITTEE Meeting Minutes July 11, 2024, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30pm on July 11, 2024, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, Tylor Elm, and Mike Herrick VIRTUAL: Vince Dodge (Nemadji Golf Course) CITY STAFF PRESENT: Nick Rhinehart, Renee Hoff, Mayor Jim Paine, Fire Chief Camron Vollbrecht, and Karie Markon OTHERS PRESENT: Shelley Nelson, Katelyn Baumann, Mark Liebaert, Garner Moffat, and Bob McClellan. 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held June 13, 2024) Motion was made by Tyler Elm, seconded by Mike Herrick, and carried to approve the June 13, 2024, Finance Committee minutes. 3 OLD BUSINESS 3.1 Landfill Fees/Parkland Trailer Parks – Douglas County Fee Waiver Request. Finance Director Nick Rhinehart gave background history of the Trailer Parks with the purchase and cleanup of these parks. Douglas County Councilor Mark Liebaert presented the total costs of the clean up and sale of the two properties. A question and answer period was ensured. Motion was made by Tyler Elm, seconded by Mike Herrick, to approve the Landfill Fees/Parkland Trailer Parks – Douglas County Fee Waiver Request. Motion was made by Chair Jack Sweeney to move 5.1 and 5.7 to after 3.2. Motion was made by Tylor Elm and seconded by Mike Herrick to move 5.1 and 5.7 to after 3.2. 3.2 Health Insurance Plan Review. Finance Director Nick Rhinehart spoke on behalf of the Health Insurance Plan Review and where the city is at in evaluation new plans for the new year. No Action was taken Motion was made by Tylor Elm to move 4.2 after 3.2. Motion was made by Tylor Elm and seconded by Mike Herrick. 4 NEW BUSINESS 4.1 Accounting Policies and Procedures Manuel Review Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to hold in committee. 4.2 Recommended from The Culture, Events and Public Art Commission (CEPA) – Rotary Club of Superior Dragon Boat Festival Grant $10,000. Bob McClellan spoke on behalf of the grant request for the Dragon Boat Festival. A question and answer period was ensured. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to approve the Rotary Club of Superior Dragon Boat Festival Grant $10,000. 5 RECURRING BUSINESS 5.1 Golf Course Report and Financials May 2024 Vince Dodge spoke on behalf of the Golf Course Financials, noting the month’s projections were lower due to the rainy weather that occurred during the month, but despite the inclement weather, golf course is remaining busy. Motion was made by Tyler Elm, seconded by Mike Herrick, and carried to receive and file the Golf Course Report and Financials May 2024. 5.2 June 2024 Check Registers – 2024 Expenditure Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to receive and file May Check Registers – 2024 Expenditures 5.3 General Fund Financial Statement – 2024 Expenditure vs Budget Analysis as of July 3, 2024 Finance Director Nick Rhinehart spoke on behalf, citing we are still waiting on 2023 Audit results, and everything is tracking well to date. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to receive and file the General Fund Financial Statement – 2023 and 2024 Expenditure vs Budget Analysis as of July 3, 2024. 5.4 American Rescue Plan Act (ARPA) Fund Budget Review Finance Director Nick Rhinehart spoke on behalf of the ARPA fund’s expenditures, virus what is outstanding and committed amounts with noting the dollar amounts to be finalized in September. A question and answer period was ensured. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to receive and file the American Rescue Plan Act (ARPA) Fund Budget Review. 5.5 Insurance Update Finance Director Nick Rhinehart informed council there were no new updates to report. A question and answer period was ensured regarding the Landfill Compactor. Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to receive and file the Insurance Update. 5.6 Other Financial Matters Finance Director Nick Rhinehart spoke on behalf of the contract between the Village of Superior and the Fire Department. Fire Chief Camron Vollbrecht answered several questions that where presented. Fire Chief Cameron Vollbrecht presented updated results on savings from the solar panel project at the fire station. A question and answer period was ensured. 5.7 Superior Public Museums Update Katelyn Baumann from the Superior Public Museums council updated the committee on upcoming events and the recent survey that is available. The informative data from this survey is to help with strategic planning for the next meeting with the Douglas County Historical Society that is planned for July 18th. 6.
