HUMAN RESOURCES COMMITTEE Meeting Minutes
January 22, 2024 Regular Meeting
The meeting was called to order by Chair Ludwig at 5:01 p.m. on January 22, 2024 in room 204 of the
Government Center.
1 ROLL CALL
MEMBERS PRESENT: Ruth Ludwig, Jenny Van Sickle (virtual), Jack Sweeney
CITY STAFF PRESENT: Erin Abramson (virtual), Beth Archer, Linda Cadotte (virtual), Cammi
Janigo, Todd Janigo (virtual), Mayor Paine (virtual), Frog Prell, Steve Roberts, Deb Williams, Paul

2 APPROVAL OF MINUTES
2.1 Human Resources Committee (Meeting held November 20, 2023)
MOTION by Sweeney, seconded by Ludwig. Motion carried.
3 NEW BUSINESS
3.1 Open Meeting Law review with City Attorney, Frog Prell.
In summation, Attorney Frog Prell spoke about the importance of providing proper
notice to the public when distributing agendas; including the appropriate locations
and timeframes to do so. He also encouraged committee members to be mindful of
gatherings/conversations held outside of the meeting setting, as discussing business
matters that would otherwise be held during a meeting could be considered a conflict
of interest. Frog has/will be sharing this information with several committees to help
reduce the chance of issues arising in the future.
Frog Prell left the meeting at 5:25 pm.
3.2 Request to fill:
3.2.1 Light Equipment Operator – ESD Collections
MOTION by Sweeney, seconded by Van Sickle. Motion carried.
Erin Abramson left the meeting at 5:29 pm.
3.2.2 Light Equipment Operators (2 new positions) & Seasonal Laborers (3 new
positions)– Parks, Recreation & Forestry
MOTION by Ludwig, seconded by Sweeney to approve the request to fill
2 new Light Equipment Operator positions.
MOTION by Sweeney, seconded by Van Sickle to approve the request to
fill 3 new Seasonal Laborer positions.

3.2.3 Part-time Commercial Plumbing Inspector
MOTION by Sweeney, seconded by Van Sickle. Motion carried.
3.3 Request from Parks, Recreation & Forestry to change the Light Equipment Operator
Commercial Driver’s License requirement from “time of hire” to “within 12-months of
hire”.
Parks & Recreation Director, Linda Cadotte, explained that other departments within
the City hold this requirement and that assisting new hires with obtaining a CDL would
help broaden the applicant pool.
MOTION by Ludwig, seconded by Van Sickle. Motion carried.
3.4 Receive and file: Approval of updated Library Page job description. Approval to hire
two Library Pages at 19 hours per week (Approved by Library Board on 11/8/23).
The committee received and filed.
3.5 Receive and file: Approval to increase wage step for Library Page from Step 2 to Step 7,
and increase hours from 10.5 to 19 per week. Approval of 3% wage increase for Library
employees effective 1/1/2024 (Approved by the Library Board on 12/13/2023).
The committee received and filed.
4 RECURRING BUSINESS
4.1 Receive and file monthly personnel report for November and December 2023.
The committee received and filed.
4.2 Human Resources updates
No action required.
5 OLD BUSINESS
5.1 Request to fill ESD Safety & Loss Prevention Coordinator position.
Public Works Director, Todd Janigo, provided an overview of the responsibilities and
duties of this position. Director Janigo emphasized the importance of this role’s impact
on safety at the various ESD locations, as well as on the community as a whole.
Councilor Van Sickle voiced concern that the written job description did not
accurately reflect the position as it was described. She requested that the job
description be updated and brought back to the next HRC meeting, along with tangible
examples of safety plans/projects/programs that have been implemented by this
position.

MOTION by Sweeney, seconded by Van Sickle to hold in committee. Motion
carried.
5.2 Review current City take home vehicle policy.
No discussion was had on this item. Councilor Van Sickle requested that it be held in
committee until the next HRC meeting.
MOTION by Van Sickle, seconded by Sweeney, to hold in committee. Motion
carried.
5.3 WPPA #27 Police Union Negotiations (refer to closed session)
5.4 IAFF #74 Fire Union Negotiations (refer to closed session)
Closed under Wisconsin Statute 19.85(1) (c) Considering employment, promotion, compensation, or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility.
MOTION by Sweeney, seconded by Van Sickle, to go into closed session at 6:32 pm.

MOTION by Sweeney, seconded by Ludwig, to go back into open session at 7:00 pm.
No further action was taken by the committee.
6 ADJOURNMENT
Meeting was adjourned at 7:00 p.m.
