March 18, 2024 Regular Meeting
The meeting was called to order by Chair Ruth Ludwig at 5:00 p.m. on March 18, 2024 in room 204 of
the Government Center.
1 ROLL CALL
MEMBERS PRESENT: Ruth Ludwig, Jenny Van Sickle, Jack Sweeney, Mark Johnson (virtual)
CITY STAFF PRESENT: Beth Archer, Linda Cadotte (virtual), Brad Jago, Cammi Janigo,
Darienne McNamara (virtual), Mayor Paine, Ron Robinson, Dan Shea, Jen Stank, Deb Williams,

2 APPROVAL OF MINUTES
2.1 Human Resources Committee (Meeting held February 19, 2024)
MOTION by Van Sickle, seconded by Sweeney. Motion carried.
2.2 Human Resources Committee (Special Meeting held February 29, 2024)
MOTION by Sweeney, seconded by Van Sickle. Motion carried.
3 NEW BUSINESS
3.1 Approve WPPA Police Union Contract for years 2024 through 2025.
MOTION by Van Sickle, seconded by Sweeney. Motion carried.
3.2 Approve job description and pay grade for Information Technology Director.
MOTION by Sweeney, seconded by Van Sickle. Motion carried.
3.3 Approve exception to allow Limited Term Light Equipment Operator at Landfill up to
12-months to obtain their Class B Commercial Driver’s License.
MOTION by Van Sickle, seconded by Sweeney. Motion carried.
Darienne McNamara left the meeting virtually at 5:12 pm.
3.4 Receive and file Community Resources Specialist-Library job description and pay
grade, and approval for a new part-time Librarian position. (Approved by the Library
Board on February 14, 2024.)
The committee received and filed.

4 OLD BUSINESS
4.1 Request to fill new Coordinated Response Specialist position in Police Department.
Members of the COAR+ (Community Outreach and Response) team from the Police
Department gave a presentation to committee members on the impact that the
Coordinated Response Specialist has on our community. This position serves as a
liaison between SPD and outside organizations/groups to connect those struggling with
substance use, mental health crises, etc. with the help that they need. They emphasized
that having another person in this role would allow them to meet the needs of more
individuals and would help balance the workload of the current Coordinated Response
Specialist.
MOTION by Van Sickle, seconded by Sweeney. Motion carried.
Ron Robinson, Jen Stank, and Brad Jago left the meeting at 6:04 pm.
4.2 Approve job description and pay grade for the new Facilities and Construction
Manager position.
The committee discussed several aspects of the new position including the
requirements, appropriate wage, and to whom this position would report to. Mayor
Paine stated that this position would report to Parks, Recreation and Forestry Director
Cadotte, but that the operations of this position would be evaluated after that. The
committee also decided to change the position title to “Facilities Maintenance and
Construction Superintendent.”
MOTION by Van Sickle, seconded by Sweeney, to approve the job description
and pay grade and to post the position. Motion carried.
Mark Johnson left the meeting virtually at 6:40 pm.
Linda Cadotte left the meeting virtually at 6:46 pm.
5 RECURRING BUSINESS
5.1 Receive and file: Monthly personnel report for February 2024.
The committee received and filed.
5.2 Human Resources updates
No action required.
6 ADJOURNMENT
Meeting was adjourned at 6:47 p.m.
