HUMAN RESOURCES COMMITTEE Meeting Minutes April 15, 2024 Regular Meeting The meeting was called to order by Chair Ruth Ludwig at 5:03 p.m. on April 15, 2024 in room 204 of the Government Center. 1 ROLL CALL MEMBERS PRESENT: Ruth Ludwig, Jenny Van Sickle CITY STAFF PRESENT: Beth Archer, Tylor Elm, Cammi Janigo, Mayor Paine, Cam Vollbrecht, Deb Williams, Paul Winterscheidt OTHERS PRESENT: Shelley Nelson, John Ramos, Nick (WDIO) 2 APPROVAL OF MINUTES 2.1 Human Resources Committee (Meeting held March 18, 2024) MOTION by Van Sickle, seconded by Ludwig. Motion carried. 3 OLD BUSINESS 3.1 Proposal from the Mayor’s Commission on Communities of Color to recognize Juneteenth as a City holiday. (Held from February HRC meeting) MOTION by Van Sickle to refer this proposal to the Mayor’s Commission on Communities of Color, seconded by Ludwig. Motion carried. 4 NEW BUSINESS 4.1 Approve job description and request to fill Assistant Building Permit Technician position. MOTION by Van Sickle, seconded by Ludwig. Motion carried. Councilor Ludwig was curious to know how the new computerized application process has been working for the Building Inspection Department. She requested that someone from the department give the committee an update at the next HRC meeting. 4.2 Request to fill Light Equipment Operator position in the Street Division. MOTION by Van Sickle, seconded by Ludwig. Motion carried. 4.3 Request to fill new Facilities, Maintenance and Construction Superintendent position. MOTION by Ludwig, seconded by Van Sickle. Motion carried. HUMAN RESOURCES COMMITTEE – 04/15/2024 Mtg (Meets monthly on 3rd Monday at 5 p.m.) Page 1 of 2 4.4 Approve new Paid Parental Leave policy #13.02. MOTION by Van Sickle, seconded by Ludwig, to approve and allow current, full-time employees who qualify for FMLA but are still on probation, to be eligible for paid parental leave. Motion carried. Councilor Van Sickle started by giving a synopsis of the policy and stated that her inspiration for the proposal came from an employee that approached her about the topic. Currently, employees are required to use their paid time off when out on FMLA, which can be up to 12 weeks for the birth or adoption of a child.(With the option to take the first 2 weeks unpaid.) One major concern is that some employees do not have enough paid time off to cover their parental leave, especially if they are a newer employee. Scarcity of paid time off can also create a barrier for those who need to take care of themselves or their families in the future. Under this new policy, eligible employees will be granted 6 weeks of paid parental leave. Police and Fire Chiefs Winterscheidt and Vollbrecht stated that they are highly in favor of this benefit, from both a wellness and recruitment standpoint, especially in their line of work. 5 RECURRING BUSINESS 5.1 Receive and file: Monthly personnel report for April 2024. The committee received and filed. 5.2 Human Resources updates.
