HUMAN RESOURCES COMMITTEE Meeting Minutes September 16, 2024 Regular Meeting The meeting was called to order by Chair Van Sickle at 5:11 p.m. on September 16, 2024, in room 204 of the Government Center. 1 ROLL CALL MEMBERS PRESENT: Jenny Van Sickle, Jack Sweeney, Mark Johnson, Garner Moffat (alternate) CITY STAFF PRESENT: Beth Archer, Stephanie Becken (virtual), Cammi Janigo, Mayor Paine, Camron Vollbrecht, Paul Winterscheidt, Deb Williams OTHERS PRESENT: Shelley Nelson 2 APPROVAL OF MINUTES 2.1 Human Resources Committee (Meeting held August 19, 2024) MOTION by Sweeney, seconded by Van Sickle. Motion carried. 3 OLD BUSINESS 3.1 Approve updated job description for Public Works Superintendent position. (held from August HRC meeting) An amendment was made by Chair Van Sickle, to read: “The Public Works Superintendent will lead, manage, and supervise multi-disciplinary employees to deliver professional, effective, and efficient municipal services on behalf of citizens.” (page 1, line 1) Additional changes were also recommended by the Mayor and Councilors. This job description will be further revised and brought back to next month’s meeting. MOTION by Van Sickle, seconded by Johnson, to hold in committee until the October HRC meeting. Motion carried. 3.2 Request to change Jennie Holmquist’s Community Services Officer II regular work week from 37.5 hours to 40 hours. (held from August HRC meeting) MOTION by Johnson, seconded by Sweeney to approve the change. Motion carried. It was requested that the job descriptions for the CSO I and II positions and any relevant policies be brought to the October HRC for review. The committee also agreed that a discussion on non-union regular work hours (37.5 vs 40 hours/week) should be had in December. HUMAN RESOURCES COMMITTEE – 09/16/2024 Mtg (Meets monthly on 3rd Monday at 5 p.m.) Page 1 of 2 4 NEW BUSINESS 4.1 Approve recommended pay grade and request to fill the new Network Operations Center Analyst position. MOTION by Sweeney, seconded by Johnson. Motion carried. 4.2 Request to fill for Police Officers (2 positions.) MOTION by Van Sickle, seconded by Sweeney, to hold in committee until the October HRC meeting. Motion carried. The committee plans to revise the current police officer job description to match the newly updated/approved job description format. Chair Van Sickle expressed that she sees this as an opportunity to really emphasize an officer’s role in traffic and pedestrian safety. She, and others in the committee, voiced that this has been a major concern of City residents. There was a discussion between the Chief and committee members regarding the police department’s priorities, how they respond to calls, and training provided to officers. Chair Van Sickle and Chief Winterscheidt will be updating the job description for review at the October HRC meeting. Stephanie Becken left the meeting virtually at 6:48 pm 4.3 Approve updates to policy and form #13.02 - Paid Parental Leave. MOTION by Johnson, seconded by Sweeney. Motion carried. 5 RECURRING BUSINESS 5.1 Receive and file: Monthly personnel report for August 2024. The committee received and filed. 5.2 Human Resources updates.
