HUMAN RESOURCES COMMITTEE Meeting Minutes
November 18, 2024 Regular Meeting
The meeting was called to order by Chair Van Sickle at 5:00 p.m. on November 18, 2024, in room 204 of
the Government Center.
1 ROLL CALL
MEMBERS PRESENT: Jenny Van Sickle, Jack Sweeney, Mark Johnson, Garner Moffat
CITY STAFF PRESENT: Beth Archer, Nick Eastman, Jeff Harriman, Cammi Janigo, Todd Janigo
(virtual), Nikki Kalan, Mayor Paine, Michelle Pope, Adam Poskozim, Jen Stank, Cam Vollbrecht,

2 APPROVAL OF MINUTES
2.1 Human Resources Committee (Meeting held October 21, 2024)
MOTION by Sweeney, seconded by Johnson. Motion carried.
3 OLD BUSINESS
3.1 Review Police Officer job description. (Held from October 21, 2024 HRC meeting)
MOTION by Johnson, seconded by Sweeney, to hold in committee until
December. Motion carried.
4 NEW BUSINESS
Councilor Van Sickle requested, with the approval of the committee, to suspend
the rules and review item 4.1 at the end of the meeting, after item 5.2.
4.2 Review Parks, Recreation, and Forestry Director job description.
One of the responsibilities of this position is to oversee the development and delivery of
recreational programming in the City, (i.e. the playground and ice rink programs)
which are created to benefit families and citizens of all ages and abilities. The
committee agreed that while the job duties relating to forestry and natural resources
are important, it lacked an emphasis on family and the goals of recreational
programming. An amendment was made, and the committee also unanimously agreed
to spell out “ISA,” (International Society of Arboriculture) under the “Education and
Experience Requirements” section.

MOTION by Johnson, seconded by Sweeney, to make an amendment to the job
description to say, “Oversee the development and delivery of recreational
programming designed to be inclusive of all ages and abilities.” (#4 under
“General Responsibilities”)
MOTION by Johnson, seconded by Sweeney, to approve the job description.
Motion carried.
4.3 Approve request to fill Parks, Recreation, and Forestry Director position.
The Mayor noted that this job will not be posted until a pay grade has been approved.
MOTION by Sweeney, seconded by Johnson to approve. Motion carried.
5 RECURRING BUSINESS
5.1 Receive and file: Monthly personnel report for October 2024.
The committee received and filed.
5.2 Human Resources updates.
No action required.
4.1 Approve January 1, 2025 wage increase for non-union employees. 3% has been
approved in the 2025 budget.
Councilor Van Sickle recused herself from the meeting at 5:57 pm. The alternate,
Councilor Moffat, became the voting member.
The committee started the discussion with how we arrived at 3%. Mayor Paine and
HR Director Janigo shared information pertaining to the Consumer Price Index, and
comparables with other Cities and Counties in WI. Police Chief Winterscheidt also
shared additional information for the committee to consider, including statistics on the
CPI over the last 4 years (which has greatly increased), and how their market
competitor, the City of Duluth, will be increasing wages for similar positions in their
Police Department over the next three years. He proposed that the City consider a
three- year commitment, which would include three years of higher increases to help
offset the changes in CPI. Chief Vollbrecht voiced similar concerns for his Non- union
staff, and was in support of considering higher increases. Councilor Johnson requested
to see some of the comparables used to determine the 3%, along with the budget
implications of a 4-6% increase at the December HRC meeting.
MOTION by Johnson, seconded by Moffat, to hold in committee until December.
Motion carried.
