HUMAN RESOURCES COMMITTEE Meeting Minutes December 16, 2024 Regular Meeting The meeting was called to order by Chair Van Sickle at 5:00 p.m. on December 16, 2024, in room 204 of the Government Center. 1 ROLL CALL MEMBERS PRESENT: Jenny Van Sickle, Jack Sweeney, Mark Johnson (virtual), Garner Moffat CITY STAFF PRESENT: Beth Archer, Cammi Janigo, Mayor Paine, Nick Rhinehart, Cam Vollbrecht, Deb Williams, Paul Winterscheidt OTHERS PRESENT: Shelley Nelson Chair Van Sickle noted that the three members in the room would be the voting members, unless a member in the room recuses. Councilor Johnson, (attending virtually) would then become a voting member. 2 APPROVAL OF MINUTES 2.1 Human Resources Committee (Meeting held November 18, 2024) MOTION by Sweeney, seconded by Moffat. Motion carried. 3 OLD BUSINESS 3.1 Review Police Officer job description. (Held from November 18, 2024 HRC meeting) MOTION by Van Sickle, seconded by Moffat, to approve the job description with changes. Motion carried. Councilor Van Sickle requested, with the approval of the committee, to suspend the rules and review item 3.2 at the end of the meeting, after item 5.2. MOTION by Van Sickle, seconded by Sweeney. Motion carried. 4 NEW BUSINESS 4.1 Request from Councilor Sweeney to have a discussion on non-union regular work hours–37.5 vs 40 hours/week. (requested at the September 16, 2024 HRC meeting) Committee members discussed the differences between the two schedules – HR Director Janigo explained that clerical and technical employees previously unionized under AFSCME (now non-union) worked 37.5 hours, and it has not changed since. No action was taken. 4.2 Approve changes to the Non-union Salary & Benefit Policy handbook. MOTION by Moffat, seconded by Sweeney. Motion carried. HUMAN RESOURCES COMMITTEE – 12/16/2024 Mtg (Meets monthly on 3rd Monday at 5 p.m.) Page 1 of 2 4.3 Approve updated Nepotism Policy #04.06c. The old version of this policy was very short and lacked detail. Members of the committee agreed that the updated version was strong, but that it would be beneficial to receive feedback from other supervisory staff before approving. MOTION by Sweeney, seconded by Moffat, to hold in committee until January. Motion carried. 4.4 Approve pay grade for Parks, Recreation, and Forestry Director position. MOTION by Moffat, seconded by Sweeney. Motion carried. 5 RECURRING BUSINESS 5.1 Receive and file: Monthly personnel report for November 2024. The committee received and filed. 5.2 Human Resources updates. No action required. 3.2 Approve January 1, 2025 wage increase for non-union employees. 3% has been approved in the 2025 budget. Councilor Van Sickle recused herself from the meeting at 7:15 pm. Councilor Johnson, who was attending virtually, became the voting member. MOTION by Moffat, seconded by Johnson, to approve a 3% wage increase for non-union employees.
