Goal Statements SUPERIOR COMPREHENSIVE PLAN – UPDATED GOAL STATEMENTS OVERALL PLAN GOALS The overall plan goals are intended to highlight major themes that have been identified through public engagement and Steering Committee discussion. For example, the first goal emphasizes outdoors. Additionally, the themes identified through these four goals are woven into specific goals for each plan element.
