CITY OF SUPERIOR
Wednesday, September 15, 2021
The Plan Commission Meeting for the City of Superior was called to order by Mayor Paine at 4:05 p.m.
in Board Room 201.
ROLL CALL
Members present: Mayor Jim Paine, Tylor Elm, Brent Fennessey, Lindsey Graskey, Brian Finstad,
Dennis Dalbec
Members excused: Anthony Sclavi, Anne Porter, Dave Strum
Staff present: Allison Johnson
Others present: Shelley Nelson, David and Angel Olson
There being a quorum present, the meeting was in order.
APPROVAL OF MINUTES
MOTION by Commissioner Fennessey, seconded by Elm, and carried to unanimously approve the
minutes of August 18, 2021.
NEW BUSINESS
1. Review and approval of Vacant to Value: New Construction application for 2909 East 8th Street.
V2VNC 21-01
Planning Technician Johnson briefly explained the process for the Vacant to Value: New
Construction program and the timeline for the project. Approval and land transfer is expected in
October and the Olson’s plan to have the project complete before the end of 2021.
MOTION by Commissioner Dalbec, seconded by Finstad, and carried to unanimously approve
the Vacant to Value: New Construction application for 2909 East 8th Street. V2VNC 21-01.
2. Review and approval of changes to the Small Business Grant Program.
Mayor Paine walked through the last few changes made to the program; the addition of a mission
statement and the removal of energy efficiency upgrades. He also added that the Council is moving
forward with funding an additional $50,000 to the program for the 4th quarter of 2021. It is
anticipated to receive final approval in October, along with final approval of the program changes.
If all passes, the new program will go live in October for new applications with a quarterly review in
December and final approval for projects in January.
MOTION by Commissioner Fennessey, seconded by Elm, and carried to approve the changes to
the Small Business Grant Program.
OTHER BUSINESS
Mayor Paine gave a brief update on the Comprehensive Plan update and notified the commissioners that
they are one of the bodies that will review and approve of the plan in November.

The overall plan goals are intended to highlight major themes that have been identified through public
engagement and Steering Committee discussion. For example, the first goal emphasizes outdoors.
