PLAN COMMISSION MEETING MINUTES
CITY OF SUPERIOR
Wednesday, November 17, 2021
The Plan Commission Meeting for the City of Superior was called to order by Mayor Paine at 4:04 p.m.
in Board Room 201.
ROLL CALL
Members present: Mayor Jim Paine, Tylor Elm, Brent Fennessey, Lindsey Graskey, Dennis Dalbec,
Dave Strum
Members excused: Anthony Sclavi, Brian Finstad, Anne Porter
Staff present: Jason Serck, Allison Johnson
Others present: Frog Prell
There being a quorum present, the meeting was in order.
APPROVAL OF MINUTES
MOTION by Commissioner Dalbec, seconded by Graskey, and carried to unanimously approve
the minutes of October 20, 2021.
NEW BUSINESS
1. Presentation from SRF Consulting on 2040 Comprehensive Plan Update and calling for a public
hearing on said plan at December 15, 2021 Plan Commission meeting.
Economic Development, Planning & Port Director Serck gave a brief presentation on the
Comprehensive Plan Update. He spoke on the process, selection and role of steering committee
members, public engagement activities and how all of that information is used to draft the plan
document. He introduced each section of the plan document and informed commissioners on how to
read the document and what things to focus on during their review. Serck also highlighted a few
changes in the existing-future use maps that were created as a part of the plan update. Commissioner
Fennessey asked a few clarifying questions about the land use and housing sections. Serck and Mayor
Paine informed him that all of that is expanded on in the actual document. Commissioner Elm asked the
timeline to completion for the rest of the plan. Serck clarified that the plan document is about 95%
complete and will be released to the commissioners as well as the public in the next few business days.
At that time everyone will have several weeks to review the document and provide any comments and
feedback to City staff. There will be another community engagement event on December 1st to present
the document to the public and answer any questions they have and receive feedback. December 15th is
planned for a Public Hearing on the document and review and approval by the Plan Commission before
sending to council in January 2022 where another public hearing will be held and final adoption by the
council. Commissioner Fennessey questioned releasing the document to the public and holding a public
hearing prior to the Plan Commission reviewing and tweaking the document. Serck and Paine clarified
that the process of approval is outlined in State Statutes. The public and commissioners will have
several weeks to review and provide comments which will then be brought up at the public hearing in
December. Changes and tweaks made to the document at the public hearing will be edited and reflected
in the final document that is sent to council for approval in January 2022.
MOTION by Commissioner Fennessey, seconded by Strum, to set the public hearing for January
19, 2022. The motion failed.
MOTION by Commissioner Paine, seconded by Elm, and carried to amend the motion and set the
public hearing for December 15, 2021. Roll call vote: Paine-Y, Fennessey-N, Graskey-Y, Strum-N,
Elm-Y, Dalbec-Y, Finstad-Absent, Sclavi-Absent, Porter-Absent. The motion passes.

NEW BUSINESS
1. Review and approval of amended small business grant Development Agreement for Bucktales
Cantina & Grill. SBGP 21-03
MOTION by Commissioner Dalbec, seconded by Strum, and carried to unanimously approve the
amended small business grant Development Agreement for Bucktales Cantina & Grill. SBGP 21-
03.
2. William Stack’s request to submit a Certified Survey Map for property located at 3535 Tower
Avenue. CSM 21-04.
MOTION by Commissioner Dalbec, seconded by Elm, and carried to approve the Certified
Survey Map for property located at 3535 Tower Avenue.
OTHER BUSINESS
Serck gave a brief update on the 2040 Comprehensive Plan Update and informed the commissioner that
they would be seeking their review and approval in December of the document.
