March 19, 2025 Regular Meeting
The meeting was called to order by Co-Chair Fennessey at 4:00 pm on March 19, 2025 in Government
Center Room 204.

2 APPROVAL OF MINUTES
2.1 Plan Commission Minutes (February 19, 2025)
MOTION to approve February 19, 2025, minutes by Commissioner Finstad, seconded by
Commissioner Moffat. Carried.
3 OLD BUSINESS
4 NEW BUSINESS
4.1 William Anderson’s request to submit a Certified Survey Map for property located at 10
Belknap Shores. CSM 25-01
Director Serck introduced and recommended the request to submit a Certified Survey Map
explaining the property owner’s intention of building a new home.
MOTION to approve the request to submit a Certified Survey Map for property located at
10 Belknap Shores by Commissioner Moffat, seconded by Commissioner Finstad Carried.
4.2 Small Business Grant Application Review, Recommendations and Discussion
Director Serck introduced and recommended the small business grant applications for the first
quarter. Representatives from both small businesses attended the meeting in person.
a. DK Emporium, LLC
Commissioner Porter abstained from the DK Emporium, LLC Small Business Grant
Application vote.
MOTION to approve the small business grant application for DK Emporium, LLC by
Commissioner Moffat, seconded by Commissioner Finstad Carried.
b. Senior Advantage
MOTION to approve small business grant application for Senior Advantage by
Commissioner Finstad, seconded by Commissioner Moffat Carried.

Director Serck spoke about the possibly of an addition to the small business grant program
by adding architectural fees. Commissioners discussed the possibilities and benefits of this
addition to the small business grant program. Director Serck will bring a proposal to the
Plan Commission meeting next month.
4.3 Scenery & Home Superior Landscaping Grant Discussion
Director Serck spoke about the Scenery and Home Superior Landscaping grant program
reviewing the two-year pilot of the program and the possibility of continuing the program.
Commissioners discussed the success of the program, possibilities and potentially
exploring commercial properties for the landscaping grant. The landscaping grant will be
discussed further at the April Plan Commission meeting.
5 RECURRING BUSINESS
5.1 Planning, Economic Development & Port Director Report
Director Serck spoke about the Symposium being held at Barker’s Island Inn tomorrow (March
20th, 2025).
5.2 Housing Coordinator Update
Housing Coordinator, Jeff Skrenes updated Commissions on the Vacancy to Vitality program along
with other available programs. Jeff also gave updates to the Commissions from Historic
Preservation Committee.
5.3 Zoning Code Update
Plan Commission will be having a special meeting next Wednesday, March 26, 2025. SRF will be
in attendance leading a Zoning Code Update workshop.

a. Love Creamery, LLC
Commissioner Paine introduced the small business grant and Nicole Wilde from Love
Creamery, LLC. Nicole spoke about her business plans and answered questions from the
Commissioners. Director Serck explained the accelerated timeline for Love Creamery,
LLC grant application.
MOTION to approve small business grant application by Commissioner Moffat, seconded
by Commissioner Graskey Carried.
5 RECURRING BUSINESS
5.1 Planning, Economic Development & Port Director Report
Director Serck updated the Plan Commission survey that has been distributed regarding upper-
floor housing in the business districts. Director Serck introduced the symposium for commercial

property renovation hoping to reach the key people involved to help with barriers and educate for
building, zoning, and fire codes being held at Barker’s Island Inn on March 20th, 2025.
5.2 Housing Coordinator Update
No new updates.
5.3 Zoning Code Update
Mitch Brouse from SRF presented a Power Point with project updates, community
engagement efforts, existing code review summary and zoning code framework. Mitch
mentioned the Comprehensive Plan and aligning the zoning ordinance updates with the
Comprehensive Plan. Commissioners discussed the topics Mitch brought forward with the
Power Point presentation. Commissioners examined the different character areas and
districts throughout the city in the existing code and the potential moving forward and
fitting in with the environment in each community. Mitch will be putting together a
mapping exercise and future workshops.
