PLAN COMMISSION Minutes April 16, 2025 Regular Meeting The meeting was called to order by Chair Paine at 4:01 pm on April 16, 2025 in Government Center Room 270. 1 ROLL CALL PRESENT: Jim Paine, Lynn Wohlwend, Brent Fennessey, Garner Moffat, Brian Finstad (4:07 pm), and Anne Porter VIRTUAL: Lindsey Graskey, Kim Habig, and Tanna Heitman ABSENT: CITY STAFF PRESENT: Director Serck, Tech Granlund, and Rebecca Scherf OTHERS PRESENT: Shelley Nelson, Edmund Post, Bob McClellan 2 APPROVAL OF MINUTES 2.1 Plan Commission Minutes (March 19, 2025 & March 26, 2025) MOTION to approve March 19, 2025 & March 26, 2025, minutes by Commissioner Porter, seconded by Commissioner Fennessey. Carried. 3 OLD BUSINESS 3.1 Small Business Grant Application Discussion Director Serck introduced the architectural code review grant program proposal. Discussing the intentions and purpose of the grant and total grant amount. The application reviews will be done internally with City of Superior Planning and City of Superior Building Inspection. Plan Commissioners discussed the grant and allocating the reserves from the small business grant program money to fund the grant program. Application and program outline will be updated to reflect the Plan Commissioners preference from the discussions. MOTION to approve the Architectural Code Review Grant Program by Commissioner Moffat, seconded by Commissioner Finstad Carried. 4 NEW BUSINESS 4.1 Review and Approval of Vacant to Value: New Construction application for 18XX E 5th Street.V2VNC 25-01 Director Serck introduced and recommended approval of the Vacant to Value: New Constriction application for 18XX E 5th Street. MOTION to approve the request for the Vacant to Value: New Construction application for 18XX E 5th Street by Commissioner Porter, seconded by Commissioner Fennessey Carried. 4.2 Review and Approval for Installation of Statue at Sister City Garden PLAN COMMISSION MINUTES - 4/17/25 Mtg (Meets monthly on 3RD Wednesday of each month) Page 1 of 2  Commissioner Paine explained the reason behind this request coming to Plan Commission and introduced the request. Kim Habig introduced the request explaining the meaning behind the statue. Plan Commission had a brief discussion. MOTION to approve the installation of a statue at the Sister City Garden by Commissioner Paine, seconded by Commissioner Finstad Carried. 4.3 Review and Approve the Community Development Investment (CDI) Grant Agreement between the Wisconsin Economic Development Corporation (WEDC) and the City of Superior Relating to the Redevelopment of the Building Located at 2704 North 21st Steet, aka Love Creamery. Director Serck introduced and recommended the approval of the Approve the Community Development Investment (CDI) Grant Agreement between the Wisconsin Economic Development Corporation (WEDC) and the City of Superior Relating to the Redevelopment of the Building Located at 2704 North 21st Steet, aka Love Creamery. Commissioner Fennessey abstained. MOTION to approve the Community Development Investment (CDI) Grant Agreement between the Wisconsin Economic Development Corporation (WEDC) and the City of Superior Relating to the Redevelopment of the Building Located at 2704 North 21st Steet, aka Love Creamery by Commissioner Moffat, seconded by Commissioner Finstad Carried. 5 RECURRING BUSINESS 5.1 Planning, Economic Development & Port Director Report Director Serck gave an update with the Blatnik Bridge project, relocations, and the plan to help businesses to prepare for the bridge closure. Director Serck spoke about the success of the Symposium held at Barker’s Island Inn March 20th, 2025. 5.2 Housing Coordinator Update 5.3 Zoning Code Update Plan Commission will be having a special meeting next Wednesday, April 23, 2025.
