MINUTES POLICE AND FIRE COMMISSION Superior, Wisconsin 1. The regular meeting of the Board of the Police and Fire Commission for the City of Superior was called to order Wednesday, March 10, 2021 at 6:00p.m. Participants joined the meeting via Google Meet. 2. ROLL CALL Commissioners present: Howard Hendrickson, Ephraim Nikoi, Arthur Gil de Lamadrid, ChaQuana McEntyre, Shawnu Ksicinski Also present: Chief Alexander, Battalion Chief Vollbrecht, HR Director Koneczny There being a quorum present, the meeting was in order. 3. RECOGNITION OF NOTICE TO THE PUBLIC The recording secretary mailed and/or delivered agendas and agenda packets to persons or organizations listed, and the meeting was legally noticed in accordance with Wisconsin State Statutes open meeting law. 4. Approval of minutes: January 13, 2021 Motion by Commissioner Hendrickson, seconded by Commissioner Nikoi and carried to approve the minutes from the January 13, 2021 meeting. 5. Police & Fire department updates Chief Alexander said as usual we have been busy the past few months. Chief Alexander talked about our assistance in the recent almost 36 hour standoff in Duluth which resulted in the death of a Duluth K9, and also the death of the suspect. We also had a standoff in Superior last week in which we negotiated for several hours before it was resolved. Yesterday a juvenile accidently shot himself in the leg, and just before this meeting we had an officer get knocked unconscious during a domestic dispute arrest. In the midst of all of this, we are working five or six officers short so we’re looking forward to tonight’s approval of the certified hire list, so that we can move further in our hiring process. Chief Alexander talked about the virtual reality training we are moving forward with. This tool will allow us to get far more training for our officers. Chief Alexander talked about recent changes in some Minnesota laws that will ultimately change our mutual aid agreements, and also our new Community Outreach position that we hope to have someone in place by this summer. Battalion Chief Vollbrecht also gave a brief overview of recent calls, including the shooting yesterday and the standoff last week. BC Vollbrecht talked about the great working relationship between the police & fire departments and how important it is that we work well together. BC Vollbrecht talked about many upcoming trainings scheduled in the coming months, including ten members going to Colorado for specialized Hazmat training, and possibly ten members also attending training near Minneapolis for refinery training. Enbridge training will take place in August. BC Vollbrecht said the four new hires who began at the first of the year are all doing well. 6. Letter from Chief Gordon; completion of probationary period, Melcher Motion by Commissioner Nikoi, seconded by Commissioner Hendrickson to approve the letter from Chief Gordon, completion of probationary period, Melcher. Motion by Commissioner Nikoi, seconded by Commissioner Hendrickson to amend the motion to be contingent upon MPO Melcher passing the certified driver operator exam. Motion by Commissioner Gil de Lamadrid, seconded by Commissioner Hendrickson and carried to table item 6 until the next PFC meeting. 7. Update Firefighter certified hire list Motion by Commissioner Hendrickson, seconded by Commissioner McEntyre and carried to approve the updated Firefighter certified hire list. 8. Approve Police Officer certified hire list Motion by Commissioner Nikoi, seconded by Commissioner Gil de Lamadrid and carried to approve the Police Officer certified hire list. 9. Discuss Police Officer interview questions Motion by Commissioner Hendrickson, seconded by Commissioner Ksicinski and carried to move into closed session at 7:00 p.m. Motion by Commissioner Nikoi, seconded by Commissioner McEntyre and carried to return to open session.
