MINUTES POLICE AND FIRE COMMISSION Superior, Wisconsin 1. The regular meeting of the Board of the Police and Fire Commission for the City of Superior was called to order Wednesday, July 14, 2021 at 6:00p.m. Some participants joined the meeting via Google Meet. 2. ROLL CALL Commissioners present: Howard Hendrickson, Shawnu Ksicinski, ChaQuana McEntyre Also present: Chief Alexander, Chief Gordon, HR Director Koneczny, Ephraim Nikoi There being a quorum present, the meeting was in order. 3. RECOGNITION OF NOTICE TO THE PUBLIC The recording secretary mailed and/or delivered agendas and agenda packets to persons or organizations listed, and the meeting was legally noticed in accordance with Wisconsin State Statutes open meeting law. 4. Approval of minutes: April 14, 2021 Motion by Commissioner Hendrickson, seconded by Commissioner McEntyre and carried to approve the minutes from the April 14, 2021 meeting. 5. Elections Motion by Commissioner Ksicinski, seconded by Commissioner McEntyre and carried to elect Commissioner Hendrickson as President, Commissioner Gil de Lamadrid as Vice President, Commissioner McEntyre as Secretary and Commissioner Ksicinski as Press Spokesperson. 6. Police & Fire department updates Chief Alexander talked about the Coordinated Response Specialist position. We will be interviewing 26 applicants for this position next week. Chief Alexander said this position will greatly benefit both the department and the community. Chief Alexander talked about a new software the department is purchasing called Smart Force. This software has many components, including a digital briefing for officers that they can access from their squad. Chief Alexander also said we will soon need to replace our body worn cameras as they are five years old and nearing their end of life. One issue is the batteries are no longer lasting for an entire shift. Chief Alexander said we will likely lease the next round of body worn cameras, as that is the route companies are currently taking. Chief Gordon talked about mental health and the trauma that first responders experience. He talked about two recent fatalities that the department responded to. Chief Gordon is pleased that the department now has a peer support program within the department and he thinks it is breaking through the barrier of mental health stigma and is working to help fire department members cope with the trauma that they experience. Chief Gordon said he is anticipating another testing process this fall, as the current hiring list is almost exhausted and there is an opening currently within the department. Chief Gordon also said he has had discussions with the union regarding adding lateral transfers to the next contract so that the department is able to accept applications and possibly transfers from firefighters who may be currently working for other departments. 7. Letter from Chief Gordon; resignation, Francisco Motion by Commissioner Hendrickson, seconded by Commissioner Ksinski and carried to receive and file items 8 and 9, letters of resignation, Meisner, Francisco. 10. Letter from Chief Gordon; promotion, Shaw Motion by Commissioner Hendrickson, seconded by Commissioner McEntyre and carried to approve the letter from Chief Gordon, promotion, Shaw. 11. Letter from Chief Gordon; completion of probationary period, Kalan Motion by Commissioner McEntyre, seconded by Commissioner Hendrickson and carried to approve the letter from Chief Gordon, promotion, Kalan. 12. Letter from Chief Gordon; completion of probationary period, Rosa Motion by Commissioner McEntyre, seconded by Commissioner Hendrickson and carried to approve the letter from Chief Gordon, completion of probationary period, Rosa. 13. Update Police Officer certified hire list 14. Update Firefighter certified hire list Motion by Commissioner Hendrickson, seconded by Commissioner McEntyre and carried to approve items 13 and 14, Police Officer and Firefighter updated certified hire lists.
