MINUTES POLICE AND FIRE COMMISSION Superior, Wisconsin 1. The regular meeting of the Board of the Police and Fire Commission for the City of Superior was called to order Wednesday, September 8, 2021 at 6:00p.m. Some participants joined the meeting via Google Meet. 2. ROLL CALL Commissioners present: Howard Hendrickson, Arthur Gil de Lamadrid, Maria Cuzzo Also present: Chief Alexander, Chief Gordon, HR Director Koneczny There being a quorum present, the meeting was in order. 3. RECOGNITION OF NOTICE TO THE PUBLIC The recording secretary mailed and/or delivered agendas and agenda packets to persons or organizations listed, and the meeting was legally noticed in accordance with Wisconsin State Statutes open meeting law. 4. Approval of minutes: July 14, 2021 Motion by Commissioner Cuzzo, seconded by Commissioner Gil de Lamadrid and carried to approve the minutes from the July 14, 2021 meeting. 5. Police & Fire department updates Chief Alexander passed out a brochure about a training that the department will take part in soon, regarding duty to intercede by our officers. The ultimate goal is to promote officer health and wellness, prevent misconduct, and avoid police mistakes. Chief Alexander said he hopes the training will help officers possible gain some communication skills, and de-escalate situations more frequently. The training will be in-house and provided to us free of charge. Chief Alexander also spoke about our ten newest officers, five are in recruit school and five are currently in our field training program. Chief Gordon talked about the hiring committee regarding adding lateral transfers to SFD, adopting some of SPD’s language to accept applications and transfers from firefighters who may be currently working for other departments. Chief Gordon said that the department was successful in getting the grant for the air boat. It’s a $300,000 Port Security grant. There is a 25% match by the City. We will have a year-round water and ice access into the port for the first time ever. Chief Gordon talked about the two different types of boats that are available for this project. The department is researching which type would work best. The 100 foot aerial tower will be delivered soon. Chief Gordon talked about possibly trading in one of the older rigs and purchasing a newer used rig. Chief Gordon also talked about which rig will reside at which station. Firefighters are currently in training for certified aerial operator. In the future, all firefighters will be required to be aerial certified. Chief Gordon said he has been working on having an Asst. Chief position within the department. The position was cut fifteen years ago. Chief Gordon said the call hours and training hours have doubled and the need for this position is greatly needed. Letter from Chief Alexander; completion of probationary period, Winterscheidt Motion by Commissioner Cuzzo, seconded by Commissioner Gil de Lamadrid and carried to approve items 6, 7 and 8, letters from Chief Alexander, completion of probationary periods, N. Eastman, Harriman & Winterscheidt. 9. Firefighter testing process Motion by Commissioner Cuzzo, seconded by Commissioner Gil de Lamadrid and carried to approve the Firefighter testing process. 10. Request to approve testing process for Lateral Transfer Police Officer candidates Motion by Commissioner Cuzzo, seconded by Commissioner Gil de Lamadrid and carried to approve the lateral transfer testing process for Police Officer candidates.
