POLICE AND FIRE COMMISSION Minutes September 13, 2023 Regular Meeting The meeting was called to order by Maria Cuzzo at 6:07 pm on September 13th, 2023 in Government Center Room 204. 1 CALL TO ORDER 2 ROLL CALL PRESENT: Akela Lloyd, Maria Cuzzo, Brett Foote* ABSENT: Tom Johnson, Arthur Gil de Lamadrid, CITY STAFF PRESENT: HR Director Janigo, Police Chief Alexander*, Fire Chief Vollbrecht, Nikki Holmberg* *Attended Virtually 3 RECOGNITION OF NOTICE TO PUBLIC 4 APPROVAL OF MINUTES 4.1 Police and Fire Commission (Meeting held 07/12/23) Motion by Akela Lloyd, second by Brett Foote and carried to approve the minutes from 07/12/23. 5 POLICE AND FIRE UPDATES Chief Alexander states department members involved in the Pathways to Hope program attended a national conference on opioid addiction in Washington DC recently. Superior Police Department will be receiving more grant money to continue and expand the Pathways To Hope program in 2024. Chief Alexander announces to the committee he is planning to retire sometime in 2024. Superior Fire Department completed Fire Ops 101 last week; this gave some community members a chance to see what Firefighters do. Chief Vollbrecht briefly discusses other training the department is doing during the month of September, including resiliency training. Superior Fire Department recently received two grants to purchase a personal watercraft and dry and wet suits. One member of the department recently accepted a position with the Minneapolis Fire Department so they will be looking to fill his spot. 6 NEW BUSINESS 6.1 Consider changing regular meeting time Tom Johnson requests an earlier meeting time for the Police and Fire Commission regular meeting each month such as 4:45 due to another commitment. Motion by Akela Lloyd, second by Brett Foote and carried to approve changing the regular meeting time of the Police and Fire Commission to 4:45 PM each month. 6.2 Approve Firefighter exam plan HR Director Janigo states the only change in process is new Firefighters will now be required to take a psychological exam. Page 1 of 2 Motion by Brett Foote, second by Akela Lloyd. Motion carried. 6.3 Approve Police Officer hire list Motion by Akela Lloyd, second by Brett Foote. POLICE AND FIRE COMMISSION Minutes July 12, 2023 Regular Meeting The meeting was called to order by Arthur Gil de Lamadrid at 6:03 pm on June 14th, 2023 in Government Center Room 204. 1 CALL TO ORDER 2 ROLL CALL PRESENT: Akela Lloyd, Tom Johnson, Arthur Gil de Lamadrid, Maria Cuzzo ABSENT: Brett Foote CITY STAFF PRESENT: HR Director Janigo*, Police Chief Alexander, Assistant Chief of Police Kiel, Fire Chief Vollbrecht, Administrative Assistant Nikki Holmberg *Attended Virtually 3 RECOGNITION OF NOTICE TO PUBLIC 4 APPROVAL OF MINUTES 4.1 Police and Fire Commission (Meeting held 06/14/23) Motion by Tom Johnson, second by Akela Lloyd, and carried to approve the minutes from 06/14/23. 5 POLICE AND FIRE UPDATES Chief Alexander states the department is working on a 2024 budget. Assistant Chief Kiel is working on a specializing training grant to include trauma informed training. Chief Alexander briefly talks about the Pathways to Hope program; the SPD program has been recognized throughout the state of WI due to its high success. This Summer has been busy on patrol as there have been an increase in complaints regarding pets off leash, ATV/UTV use, and fireworks. Chief Vollbrecht states the total runs for the Fire Department are down about 100 runs compared to this time in 2021. The Fire Department has changed the way they respond to fire alarms and have been using the electric pickup truck to respond to certain calls; these measures have decreased the volume on the firetrucks. Chief Vollbrecht states the Fire Department have been completing their wellness and fitness testing which is done on an annual basis. Chief Vollbrecht briefly discussed recent and upcoming trainings in the department. 6 NEW BUSINESS 6.1 Approve amended PFC rules for Lateral Transfer Applicant changes Motion by Maria Cuzzo, second by Akela Lloyd.
