The meeting was called to order by Arthur Gil de Lamadrid at 4:47 pm on October 09, 2024, in
Government Center Room 204.

4.1 Police and Fire Commission (Meeting held 09/11/2024)
Motion by Tom Johnson, second by Maria Cuzzo, and carried to approve the minutes
from 09/11/2024.
5 POLICE AND FIRE UPDATES
Chief Winterscheidt gave an update on calls for September 2024, they are up from the
previous year. There has been two fatal overdoses year to date, which is significantly less
than the previous year. The Police Department has launched a Pedestrian Safety Campaign to
improve safe walking throughout the city, this includes public education regarding pedestrian
safety laws.
The Fire Department continues to make progress towards replacing stations 2 and 3; RFQs
are out for full design and engineering, and this will close end of this month. October is Fire
Safety Month. The Fire Department is visiting students in each local school up to third grade
and home school students have an opportunity to visit headquarters to learn about fire safety.
Two members of the department are part of Wisconsin Task Force 1 and are currently
deployed in North Carolina to help with water rescue and recovery; one of these members
may also be deployed to Florida soon. The Fire Department is hosting an open house at
Headquarters on 10/19/24 from 1:00 -3:00PM. Two new firefighters completed finishing
academy recently.

4.1 Police and Fire Commission (Meeting held 07/10/2024)
Motion by Maria Cuzzo, second by Akela Lloyd, and carried to approve the minutes
from 07/10/2024.
5 POLICE AND FIRE UPDATES
Chief Winterscheidt gave a brief update on year-to-date calls/incidents for 2024. Many of the
squads that were on order have arrived and all five unmarked Rav4s have arrived. The
department is preparing to implement two fully electric Chevrolet Blazers and these will
serve as administration vehicles. The second coordinated response specialist, Megan Jones,
has started in the department. Therapy K9 Millie was introduced to the public today with a
press release at Great Lakes Elementary School. K9 Millie is a labradoodle paired with
Coordinated Response Specialist Jen Stank. The COAR+ team recently hosted a site visit
from UW Madison Police to help them implement a coordinated response team in their
department. A multipurpose room was recently added to the Superior Police Department for
the purpose of a lactation and zen space. 18 applications were received for the most recent
hiring process.
The Fire Department is making progress on the station 2 and 3 renovation project; the
funding process will be into 2025. They have been working on water rescue and industrial
fire training recently. One new firefighter started in August 2024; they are currently fully
staffed. The EV fire truck production is ahead of schedule and set to be delivered in the Fall
of 2025.

6.1 Approve clarifications to Lateral Transfer Applicant language in PFC rules

HR Director Janigo states 11 applicants made it through the police officer hiring process.
Interviews will be done on September 28th and the PRT will be done on September 29th.
6.2 Review Police Officer interview questions (refer to closed session)
Police and Fire Commission members last reviewed interview questions April 2024 and
will not make further changes. Will not refer to closed session.

SUBJECT: Tyler Finger Completion of Probationary Period
Dear Commissioners,
Officer Tyler Finger completed his probationary period on October 5 th, 2024. I recommend that the Commission, at
their next meeting or as soon as practical, move Officer Finger to a full tenured Patrol Officer in our department.
I will be glad to address this request in more detail at the next PFC meeting. If you have any questions, please feel
free to contact me.
