POLICE AND FIRE COMMISSION Minutes January 08, 2025 Regular Meeting The meeting was called to order by Tom Johnson at 4:45 pm on January 08,2025, in Government Center Room 204. 1 CALL TO ORDER 2 ROLL CALL PRESENT: Akela Lloyd, Tom Johnson, Maria Cuzzo, Arthur Gil de Lamadrid, Brent Fennessey ABSENT: Brett Foote, Arthur Gil de Lamadrid CITY STAFF PRESENT: HR Director Cammi Janigo, Police Chief Paul Winterscheidt*, Fire Chief Camron Vollbrecht, Nikki Kalan *Attended Virtually 3 RECOGNITION OF NOTICE TO PUBLIC 4 APPROVAL OF MINUTES 4.1 Police and Fire Commission (Meeting 10/09/2024) Motion by Maria Cuzzo, second by Akela Lloyd and carried to approve the minutes from 10/09/2024. 5 POLICE AND FIRE UPDATES Police – The Police Department swore in two new officers on 01/03/2025. They will attend recruit school at Chippewa Valley Technical College and graduate mid May 2025. Due to staffing shortages, four special assignment officers will move back to the patrol division. Some highlights of 2024 are adding a therapy K9 named Millie, introduced hybrid squads, and expanded the COAR+ team. Fatal overdoses are down 80 percent compared to two years ago. In December 2024, there were 5 nonfatal overdoses with 3 of those being in a 24-hour period. Fire – The command staff has been working on the station 2 and 3 projects, construction companies were interviewed last week. Toys for Tots was successful in December with over 700 individuals receiving gifts. The department is looking into a new software that will combine five different programs into one. Crews have been working with the Coast Guard on new ship inspections. A swearing in ceremony will be held on April 10th; more details to follow. There were 4,374 calls for 2024 which is up around 100 from 2023. 6 NEW BUSINESS 6.1 Letter from Chief Vollbrecht – Completion of Probation – Bentley 6.2 Letter from Chief Vollbrecht – Completion of Probation - Orlandi 6.3 Letter from Chief Vollbrecht – Completion of Probation – Walcynski MOTION to bundle and approve items 6.1-6.3 by Maria Cuzzo, second by Akela Lloyd. Motion carried. 6.4 Letter from Chief Vollbrecht – Fire Inspector Changes Page 1 of 2 6.5 Letter from Chief Winterscheidt – Rankila Resignation 6.6 Letter from Chief Winterscheidt – Taylor Resignation 6.7 Letter from Chief Winterscheidt – Pfisthner Resignation 6.8 Letter from Chief Winterscheidt – Moen Resignation Received and filed items 6.4 – 6.8 6.9 Update on Firefighter and Police Officer hiring processes Director Janigo states the Fire Department received 33 applicants for the most recent process; two withdrew, two did not test, and four applicants did not pass the test. 25 applicants will be interviewed on 01/25/2025. The Police Department received 14 applicants; three withdrew, four did not test, and one did not pass. Six applicants will be interviewed on 01/25/2025. 6.10 Review Firefighter and Police Officer interview questions (refer to closed session) MOTION to go into closed session at 5:08 PM by Akela Lloyd, second by Maria Cuzzo. There has been two fatal overdoses year to date, which is significantly less than the previous year. The Police Department has launched a Pedestrian Safety Campaign to improve safe walking throughout the city, this includes public education regarding pedestrian safety laws. The Fire Department continues to make progress towards replacing stations 2 and 3; RFQs are out for full design and engineering, and this will close end of this month. October is Fire Safety Month. The Fire Department is visiting students in each local school up to third grade and home school students have an opportunity to visit headquarters to learn about fire safety. Two members of the department are part of Wisconsin Task Force 1 and are currently deployed in North Carolina to help with water rescue and recovery; one of these members may also be deployed to Florida soon. The Fire Department is hosting an open house at Headquarters on 10/19/24 from 1:00 -3:00PM.
